Bill Title: Amends the Personnel Code. Provides that State agencies, when hiring for full-time, temporary positions with an expected tenure of 12 to 24 months for the position, shall give preference to a qualified applicant who is from a low-income household or has been unemployed for 6 months or more. Provides that State agencies, when hiring for internships, student assistant positions, and summer positions, shall give preference to a qualified applicant who resides in a low-income household, is up to 21 years old, and is currently attending high school.

Amends the Personnel Code. Provides that State agencies, when hiring for full-time, temporary positions with an expected tenure of 12 to 24 months for the position, shall give preference to a qualified applicant who is from a low-income household or has been unemployed for 6 months or more. Provides that State agencies, when hiring for internships, student assistant positions, and summer positions, shall give preference to a qualified applicant who resides in a low-income household, is up to 21 years old, and is currently attending high school.

1 AN ACT concerning local government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Personnel Code is amended by adding Section
58b.21 as follows:
6 (20 ILCS 415/8b.21 new)
7 Sec. 8b.21. Preference for low-income households and the
8long-term unemployed.
9 (a) State agencies, when hiring for full-time, temporary
10positions with an expected tenure of 12 to 24 months for the
11position, shall give preference to a qualified applicant who is
12from a low-income household or has been unemployed for 6 months
13or more. Any application for these full-time, temporary
14positions with a State agency shall allow the applicant to
15identify that the applicant is eligible for a preference under
16this Section, but the application shall not require the
17applicant to identify the specific category that entitles him
18or her for eligibility.
19 (b) State agencies, when hiring for internships, student
20assistant positions, and summer positions shall give
21preference to a qualified applicant who resides in a low-income
22household. The preference shall be granted to applicants who
23are up to 21 years of age and currently attending high school.

1Any application for an internship and student assistant
2position with a State agency shall allow the applicant to
3identify that the applicant is eligible for a preference under
4this Section, but the application shall not require the
5applicant to identify the specific category that entitles him
6or her for eligibility.
7 (c) For the purpose of this Section, the following
8definitions shall apply:
9 "Low-income household" has the meaning given to
10"low-income" in Section 11.05 of the Lead Poisoning Prevention
11Act.
12 "Preference" means priority over similarly qualified
13applicants for placement in the position.
