Bill Title: Amends the Personnel Code. Provides that State agencies, when hiring for full-time, temporary positions with an expected tenure of 12 to 24 months for the position, shall give preference to a qualified applicant who is from a low-income household or has been unemployed for 6 months or more. Provides that State agencies, when hiring for internships, student assistant positions, and summer positions, shall give preference to a qualified applicant who resides in a low-income household, is up to 21 years old, and is currently attending high school.

1 | AN ACT concerning local government.

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. The Personnel Code is amended by adding Section | ||||||||||||||||||||||||
5 | 8b.21 as follows:

6 | (20 ILCS 415/8b.21 new) | ||||||||||||||||||||||||
7 | Sec. 8b.21. Preference for low-income households and the | ||||||||||||||||||||||||
8 | long-term unemployed. | ||||||||||||||||||||||||
9 | (a) State agencies, when hiring for full-time, temporary | ||||||||||||||||||||||||
10 | positions with an expected tenure of 12 to 24 months for the | ||||||||||||||||||||||||
11 | position, shall give preference to a qualified applicant who is | ||||||||||||||||||||||||
12 | from a low-income household or has been unemployed for 6 months | ||||||||||||||||||||||||
13 | or more. Any application for these full-time, temporary | ||||||||||||||||||||||||
14 | positions with a State agency shall allow the applicant to | ||||||||||||||||||||||||
15 | identify that the applicant is eligible for a preference under | ||||||||||||||||||||||||
16 | this Section, but the application shall not require the | ||||||||||||||||||||||||
17 | applicant to identify the specific category that entitles him | ||||||||||||||||||||||||
18 | or her for eligibility. | ||||||||||||||||||||||||
19 | (b) State agencies, when hiring for internships, student | ||||||||||||||||||||||||
20 | assistant positions, and summer positions shall give | ||||||||||||||||||||||||
21 | preference to a qualified applicant who resides in a low-income | ||||||||||||||||||||||||
22 | household. The preference shall be granted to applicants who | ||||||||||||||||||||||||
23 | are up to 21 years of age and currently attending high school. |

7 | (c) For the purpose of this Section, the following | ||||||
8 | definitions shall apply: | ||||||
9 | "Low-income household" has the meaning given to | ||||||
10 | "low-income" in Section 11.05 of the Lead Poisoning Prevention | ||||||
11 | Act. | ||||||
12 | "Preference" means priority over similarly qualified | ||||||
13 | applicants for placement in the position.
