Bill Title: Amends the Developmental Disability and Mental Disability Services Act. Provides that subject to appropriation, the Department of Human Services' Division of Mental Health shall make available funding for the development and implementation of a comprehensive and coordinated continuum of community-based pilot programs for persons with or at risk for a mental health diagnosis that is sensitive to the needs of local communities. Provides that the funding shall allow for the development of one or more pilot programs that will support the development of local social media campaigns that focus on the prevention or promotion of mental wellness and provide linkages to mental health services, especially for those individuals who are uninsured or underinsured. Sets forth certain criteria a provider must meet to be considered for the pilot program, including the ability to: (i) implement the pilot program in an area that shows a high need or underutilization of mental health services; (ii) collaborate with other systems and government entities that exist in a community; and (iii) provide a presence staffed by mental health professionals in natural community settings, which includes any setting where an individual who has not been diagnosed with a mental illness typically spends time. Authorizes the Department to adopt and implement administrative rules necessary to carry out the pilot program.

1 AN ACT concerning health.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Developmental Disability and Mental
5Disability Services Act is amended by adding Article VII as
6follows:

ARTICLE VII. FAMILY CENTERS

10 Sec. 7-1. Community-based pilot program.
11 (a) Subject to appropriation, the Department of Human
12Services' Division of Mental Health shall make available
13funding for the development and implementation of a
14comprehensive and coordinated continuum of community-based
15pilot programs for persons with or at risk for a mental health
16diagnosis that is sensitive to the needs of local communities.
17 The funding shall allow for the development of one or more
18pilot programs that will support the development of local
19social media campaigns that focus on the prevention or
20promotion of mental wellness and provide linkages to mental
21health services, especially for those individuals who are
22uninsured or underinsured.

1 For a provider to be considered for the pilot program, the
2provider must demonstrate the ability to:
3 (1) implement the pilot program in an area that shows a
4 high need or underutilization of mental health services;
5 (2) offer a comprehensive strengths-based array of
6 mental health services;
7 (3) collaborate with other systems and government
8 entities that exist in a community;
9 (4) provide education and resources to the public on
10 mental health issues, including suicide prevention and
11 wellness;
12 (5) develop a local social media campaign that focuses
13 on the prevention or promotion of mental wellness;
14 (6) ensure that the social media campaign is culturally
15 relevant, developmentally appropriate, trauma informed,
16 and covers information across an individual's lifespan;
17 (7) provide linkages to other appropriate services in
18 the community;
19 (8) provide a presence staffed by mental health
20 professionals in natural community settings, which
21 includes any setting where an individual who has not been
22 diagnosed with a mental illness typically spends time; and
23 (9) explore partnership opportunities with
24 institutions of higher learning in the areas of social work
25 or mental health.
26 (b) The Department of Human Services is authorized to adopt

1and implement any administrative rules necessary to carry out
2the pilot program.
