Bill Title: Amends the Election Code. Requires the State Board of Elections to provide a single, consolidated report to the Governor and General Assembly that includes a detailed analysis and accounting from all divisions of the Board of all activities from the preceding 12 months, the current state of each division, and a detailed statement of goals and expectations for the coming year. Provides that the Board's report shall contain the methodology used in gathering and analyzing the data. Provides that the Executive Director of the State Board of Elections shall certify that the data included in the Board's report is accurate and reliable. Provides that the Board shall publish its report on its website. Requires the General Assembly to request the Executive Director and all division heads to provide an in-person briefing to a committee of each chamber of the General Assembly concerning the information provided in the report. Effective immediately.

10 ILCS 5/1A-60 new

Amends the Election Code. 1 AN ACT concerning elections.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Election Code is amended by adding Section
51A-60 as follows:
6 (10 ILCS 5/1A-60 new)
7 Sec. 1A-60. State Board of Elections transparency and
8reporting.
9 (a) On or by February 15 of each year, the State Board of
10Elections shall provide a single, consolidated report to the
11Governor and the General Assembly that includes the information
12required under subsection (b) from the following divisions of
13the State Board of Elections: Office of Executive Director,
14Office of the General Counsel, Election Operations,
15Information Technology, Voting and Registrations Systems, and
16Campaign Disclosure.
17 (b) The State Board of Elections' report must include a
18detailed analysis and accounting from all divisions of all
19activities from the preceding 12 months, the current state of
20each division, and a detailed statement of goals and
21expectations for the coming year.
22 (c) The Voting and Registrations Systems division must
23include in the report an analysis of all activities from the

1preceding 12 months undertaken to maintain the State's voter
2registration system and changes resulting from those
3activities. This analysis shall encompass activities
4undertaken to update voter registration information and voter
5status based on:
6 (1) deaths and Social Security Administration data;
7 (2) data exchanged with neighboring states as part of a
8 bilateral data sharing agreement;
9 (3) data exchanged as part of a multi-state data
10 sharing agreement;
11 (4) felony convictions;
12 (5) federal convictions;
13 (6) adjudicated incompetent persons;
14 (7) noncitizens;
15 (8) voter cancellations;
16 (9) change of address;
17 (10) the current state of automatic voter
18 registration; and
19 (11) an analysis of all bilateral and multi-state voter
20 registration data sharing programs to demonstrate
21 compliance with the governance, data quality, and security
22 standards set forth in the Electronic Registration
23 Information Center Membership Agreement.
24 (c) The State Board of Elections' report shall contain the
25methodology used in gathering and analyzing the data.
26 (d) The Executive Director of the State Board of Elections

1shall certify that the data included in the State Board of
2Elections' report is accurate and reliable.
3 (e) The State Board of Elections shall post its report on
4its website on or before February 15.
5 (f) On or before March 31 of each year, the General
6Assembly shall request the Executive Director of the State
7Board of Elections and all division heads serving underneath
8the Executive Director to provide an in-person briefing to a
9committee of each chamber of the General Assembly, as
10determined by the leadership of each chamber, concerning the
11information provided in the report required under this Section.
12 Section 99. Effective date. This Act takes effect upon
13becoming law.
