Bill Title: Amends the School Code. With regard to the Emotional Intelligence and Social and Emotional Learning Task Force, provides that the curriculum and assessment guidelines and best practices on emotional intelligence and social and emotional learning that the Task Force must develop must include strategies and instruction to address the needs of students with anger management issues. Provides that the Task Force must also make recommendations on the funding of appropriate services and the availability of sources of funding, including, but not limited to, federal funding, to address social and emotional learning. Requires the Task Force to complete the guidelines and recommendations on or before March 1, 2020 (rather than January 1, 2019).

105 ILCS 5/34-18.61 new

Amends the School Code. Provides that a school board shall require its schools to either connect at-risk students with anger management classes offered in the community or conduct their own anger management classes for at-risk students. Provides that if the school board requires a school to conduct these classes, the classes do not have to be implemented until the beginning of the 2021-2022 school year. Effective immediately.

1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The School Code is amended by adding Sections
510-20.69 and 34-18.61 as follows:
6 (105 ILCS 5/10-20.69 new)
7 Sec. 10-20.69. Anger management classes. A school board
8shall require its schools to either connect at-risk students
9with anger management classes offered in the community or
10conduct their own anger management classes for at-risk
11students. If the school board requires a school to conduct
12these classes, the classes do not have to be implemented until
13the beginning of the 2021-2022 school year.
