Bill Title: Authorizes the Department of Human Services to grant and convey a permanent conservation easement to the Chicago Park District. Repeals a provision in Public Act 94-653 regarding the legal description of the land. Authorizes the Director of the Department of Natural Resources to terminate all contractual interests of the State of Illinois provided in the agreement between the State and the City of Pana, made on June 28, 1949, for the purpose of funding the construction of a dam and water reservoir to create the Pana Lake Project. Provides that the State of Illinois shall not receive compensation for the termination of its contractual rights. Provides that the Director shall execute a mutual termination with the City of Pana terminating both parties' interests in the agreement. Authorizes the Director to execute and deliver a quitclaim deed concerning specified real property to the Forest Preserve District of Will County for $1. Authorizes and directs the Illinois Medical District Commission to execute and deliver a quitclaim deed for specified real property to the Julie and Michael Tracy Family Foundation. Effective immediately.

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | ARTICLE 1. | ||||||
5 | Section 1-5. "AN ACT concerning civil law", approved August | ||||||
6 | 22, 2005, Public Act 94-653, is amended by changing Section 5 | ||||||
7 | as follows:

8 | (P.A. 94-653, Sec. 5)
| ||||||
9 | Sec. 5. The Illinois Department of Human Services is hereby | ||||||
10 | authorized to grant and convey a permanent conservation | ||||||
11 | easement to the Illinois Department of Natural Resources or to | ||||||
12 | the Chicago Park District on a parcel containing 30 acres, more
| ||||||
13 | or less, that is located in Section 18, Township 40 North, | ||||||
14 | Range 13 East of the third principal meridian, Cook County, | ||||||
15 | Illinois, situated to the West and South of the Chicago Read | ||||||
16 | Mental Health Center, for the purpose of preserving and | ||||||
17 | protecting the wetlands and forested area for the benefit of | ||||||
18 | the patients of the
facility, the community, and the general | ||||||
19 | public , this 30-acre parcel being more
particularly described | ||||||
20 | under Section 10 of this Act .

5 | ARTICLE 2. | ||||||
6 | Section 2-5. The Director of the Department of Natural | ||||||
7 | Resources, on behalf of the State of Illinois, is authorized to | ||||||
8 | terminate all contractual interests of the State of Illinois | ||||||
9 | provided in the Agreement between the State of Illinois, | ||||||
10 | through the former Department of Conservation, and the City of | ||||||
11 | Pana, a Municipal Corporation, situated in Christian County, | ||||||
12 | made on June 28, 1949, for the purpose of funding the | ||||||
13 | construction of a dam and water reservoir to create the Pana | ||||||
14 | Lake Project.
| ||||||
15 | Section 2-10. The State of Illinois contractual interests | ||||||
16 | authorized to be terminated by this Act include the following: | ||||||
17 | (1) Rights to develop, manage, and maintain any and all of | ||||||
18 | the lands associated with the Pana Lake Project, as described | ||||||
19 | in Exhibit A of the Agreement, as part of a Statewide lake, | ||||||
20 | water storage, and public recreation system, including public | ||||||
21 | hunting and fishing grounds development of game management and | ||||||
22 | reforestation and to use said area for the preservation and | ||||||
23 | propagation of fish and wildlife thereon for 99 years. |

1 | (2) Obligation of the City of Pana to maintain the Pana | ||||||
2 | Lake Project at its own sole cost and expense and keep in good | ||||||
3 | repair at all times the dam and all facilities erected in | ||||||
4 | connection therewith. | ||||||
5 | (3) Right to purchase the land occupied by the Pana Lake | ||||||
6 | Project if the City of Pana shall at any time determine to sell | ||||||
7 | such land and the improvements thereon.

8 | Section 2-15. The State of Illinois paid $100,000 toward | ||||||
9 | the Pana Lake Project in consideration for obtaining the | ||||||
10 | foregoing contractual interests pursuant to appropriation of | ||||||
11 | State funds for the purpose made in Section 4 of Senate Bill | ||||||
12 | 662 by the 65th General Assembly, approved July 21, 1947.

13 | Section 2-20. The State of Illinois shall not receive | ||||||
14 | consideration for the termination of its contractual rights of | ||||||
15 | the June 28, 1949 Agreement.
| ||||||
16 | Section 2-25. The Director of the Department of Natural | ||||||
17 | Resources may execute a mutual termination with the City of | ||||||
18 | Pana terminating both parties' interests in the June 28, 1949 | ||||||
19 | Agreement.

20 | ARTICLE 3. | ||||||
21 | Section 3-5. The Director of the Department of Natural |
