Bill Title: Reinserts the provisions of Senate Amendment No. 2, as amended by Senate Amendment No. 3, with the following changes: Removes cost of collecting assessments from costs allowed to be included in the amount of financing or refinancing. Modifies the definitions of "assessment", "property", "record owner", and "resiliency improvement". Modifies the requirements of the program report. Changes requirements of property that may be subject to an assessment contract. Removes provisions allowing a county collector to charge flat fees relating to collection of assessments. Removes language providing that a record owner waives objects to assessments related to assessment contracts when entering into the assessment contract. Makes grammatical changes. Makes other changes. Effective immediately.

1 AN ACT concerning local government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Public Officer Prohibited Activities Act is
5amended by adding Section 4.1 as follows:
6 (50 ILCS 105/4.1 new)
7 Sec. 4.1. Official hiring self.
8 (a) An elected or appointed official of a unit of local
9government many not hire or appoint himself or herself to a
10second position in the unit of local government if the second
11position is a salaried or hourly position.
12 (b) Notwithstanding subsection (a), the governing body of
13the unit of local government may hire or appoint an elected or
14appointed official to a second position in the unit of local
15government with a salary or hourly wages by ordinance or
16resolution if the ordinance or resolution states the salary or
17total compensation of an hourly position.
18 Section 99. Effective date. This Act takes effect upon
19becoming law.
