1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Gubernatorial Boards and Commissions Act is
5amended by changing Section 25 as follows:
6 (15 ILCS 50/25)
7 Sec. 25. Demographic and geographic composition; report.
8 (a) Beginning October 1, 2015, and for each year
9thereafter, the Governor shall file a report with the General
10Assembly detailing the following information:
11 (1) the demographic information (ethnicity, gender,
12 and disability status) of each appointment made by the
13 Governor between July 1 of the prior year through June 30
14 of the reporting year. Such demographic information shall
15 also include the voluntarily and publicly disclosed sexual
16 orientation of each appointment;
17 (2) the aggregate demographic information for those
18 persons who applied for an appointment with the Governor's
19 office, but were not appointed between July 1 of the prior
20 year through June 30 of the reporting year. Such aggregate
21 demographic information shall also include the voluntarily
22 and publicly disclosed sexual orientation of those
23 applicants; and

1 (3) the demographic composition of the gubernatorial
2 appointees on each board, commission, and task force as of
3 June 30 of the reporting year. Such demographic composition
4 information shall also include the voluntarily and
5 publicly disclosed sexual orientation of each appointee.
6 (b) Beginning October 1, 2020, and for each year
7thereafter, the Governor shall file a report with the General
8Assembly detailing the following information:
9 (1) the geographic information (county of primary
10 residence) of each appointment made by the Governor between
11 July 1 of the prior year through June 30 of the reporting
12 year;
13 (2) the aggregate geographic information for those
14 persons who applied for an appointment with the Governor's
15 office, but were not appointed between July 1 of the prior
16 year through June 30 of the reporting year; and
17 (3) the geographic composition of the gubernatorial
18 appointees on each board, commission, and task force as of
19 June 30 of the reporting year.
20 (c) The Governor shall electronically publish an annual
21report detailing the demographic and geographic composition of
22the gubernatorial appointees on each board, commission, and
23task force as of the date of the report.

25 Section 99. Effective date. This Act takes effect upon
