1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois is
6amended by adding Section 605-1045 as follows:
7 (20 ILCS 605/605-1045 new)
8 Sec. 605-1045. Grant Diversity Database.
9 (a) The Department of Commerce and Economic Opportunity
10shall establish a Grant Diversity Database and make it publicly
11available on the Internet website of the Department.
12 (b) The Database shall include, at a minimum, the following
13information:
14 (1) the number of contracts awarded to entities
15 controlled or owned by at least 51% minority persons;
16 (2) the number of contracts awarded to entities
17 controlled or owned by at least 51% women;
18 (3) the number of contracts awarded to entities
19 controlled or owned by at least 51% persons with a
20 disability;
21 (4) the number of contracts awarded to entities
22 controlled or owned by at least 51% qualified veterans; and
23 (5) the number of contracts awarded to entities

1 controlled or owned by at least 51% gay, lesbian, bisexual,
2 or transgender persons.
3 (c) The Department shall adopt rules to implement this
4Section and may collaborate with other State agencies as
5necessary.
6 (d) For the purposes of this Section:
7 "Minority persons", "women", and "persons with a
8disability" have the same meaning as provided under Section 2
9of the Business Enterprise for Minorities, Women, and Persons
10with Disabilities Act.
11 "Qualified veterans" means a "veteran" as defined under
12Section 45-57 of the Illinois Procurement Code.
