AN ACT concerning State government.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Department of Commerce and Economic
Opportunity Law of the Civil Administrative Code of Illinois is
amended by adding Section 605-1045 as follows:
(20 ILCS 605/605-1045 new)
Sec. 605-1045. Grant Diversity Database.
(a) The Department of Commerce and Economic Opportunity
shall establish a Grant Diversity Database and make it publicly
available on the Internet website of the Department.
(b) The Database shall include, at a minimum, the following
information:
(1) the number of contracts awarded to entities
controlled or owned by at least 51% minority persons;
(2) the number of contracts awarded to entities
controlled or owned by at least 51% women;
(3) the number of contracts awarded to entities
controlled or owned by at least 51% persons with a
disability;
(4) the number of contracts awarded to entities
controlled or owned by at least 51% qualified veterans; and
(5) the number of contracts awarded to entities

controlled or owned by at least 51% gay, lesbian, bisexual,
or transgender persons.
(c) The Department shall adopt rules to implement this
Section and may collaborate with other State agencies as
necessary.
(d) For the purposes of this Section:
"Minority persons", "women", and "persons with a
disability" have the same meaning as provided under Section 2
of the Business Enterprise for Minorities, Women, and Persons
with Disabilities Act.
"Qualified veterans" means a "veteran" as defined under
Section 45-57 of the Illinois Procurement Code.
