| 2 | WHEREAS, It is highly fitting that the Illinois General | ||||||
| 3 | Assembly pays respect to Captain Jacob "Jake" Ringering by | ||||||
| 4 | honoring him with a memorial highway; and
| ||||||
| 5 | WHEREAS, Jake Ringering passed away in the line of duty on | ||||||
| 6 | March 5, 2019
at the age of 37; he was born on December 14, 1981 | ||||||
| 7 | in Alton; he graduated from East Alton
Wood River High School | ||||||
| 8 | in 2000 and from Lewis & Clark Community College in 2004 with | ||||||
| 9 | an Associate's Degree in Fire Science; he also earned his | ||||||
| 10 | Emergency Medical Technician License; and
| ||||||
| 11 | WHEREAS, Jake Ringering began his long career as a | ||||||
| 12 | firefighter in East Alton on February 20, 2001; he was hired as | ||||||
| 13 | a career firefighter at East Alton on December 20, 2005; on | ||||||
| 14 | August 5, 2010, he was hired as a career firefighter with the | ||||||
| 15 | Godfrey Fire Protection District, where
he attained the rank of | ||||||
| 16 | lieutenant on March 27, 2013 and captain on May 1, 2014; and
| ||||||
| 17 | WHEREAS, Jake Ringering was the technical rescue officer, | ||||||
| 18 | respiratory protection officer,
and lead instructor for the | ||||||
| 19 | Godfrey Fire Protection District; he earned Illinois Office of | ||||||
| 20 | the State Fire Marshal
Certification in Firefighter II, | ||||||
| 21 | Firefighter III, Basic Operations Firefighter, Advanced | ||||||
| 22 | Technician
Service Vehicle Operator, Fire Apparatus Engineer, | ||||||

Firefighters Local 1692 and taught fire science at | ||||||
| 10 | Lewis & Clark Community College; he was
also a | ||||||
| 11 | trainer/instructor through Max Fire Training and a member of | ||||||
| 12 | St. Mary's Catholic Church
in Alton; and

| 13 | WHEREAS, Jake Ringering was preceded in death by his | ||||||
| 14 | grandparents, Lucien and Majorie Ringering, and
Captain Ed | ||||||
| 15 | Ballard; and
| ||||||
| 16 | WHEREAS, Jake Ringering is survived by his wife, Allison | ||||||
| 17 | Budde; his parents, Robin
Ballard Disney and her husband, | ||||||
| 18 | Reverend Stephen Disney, and Larry Ringering and his wife,
Jan; | ||||||
| 19 | his children, Nora Marie Ringering, Elaina Lynn Ringering, and | ||||||
| 20 | Logan Jacob
Ringering; his brother, Chris Stratton (Richel); | ||||||
| 21 | his sister, Julie Downs
(Jedediah); his grandmother, Thelma | ||||||
| 22 | Ballard; Allison's parents, Robert
and Susan Budde; his | ||||||
| 23 | sister-in-law, Andrea Budde; his brother-in-law, Andrew

| 4 | WHEREAS, Jake Ringering was the most devoted husband and | ||||||
| 5 | father to his family and always put
them first in his life; he | ||||||
| 6 | was a leader and always wanted to help others; he was a loving | ||||||
| 7 | son,
brother, and in-law, who never met a stranger; he was | ||||||
| 8 | loved by many people, and everyone he
met called him a friend; | ||||||
| 9 | therefore, be it
| ||||||
| 10 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 11 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
| 12 | SENATE CONCURRING HEREIN, that we designate West
Delmar Avenue | ||||||
| 13 | in Godfrey as it travels between Staten Drive and Valhalla | ||||||
| 14 | Cemetery as "Jake's Way Memorial Highway"; and be it further
| ||||||
| 15 | RESOLVED, That the Illinois Department of Transportation
| ||||||
| 16 | is requested to erect at suitable locations, consistent with
| ||||||
| 17 | State and federal regulations, appropriate plaques or signs
| ||||||
| 18 | giving notice of the name "Jake's Way Memorial Highway"; and be | ||||||
| 19 | it further
| ||||||
| 20 | RESOLVED, That suitable copies of this resolution be | ||||||
| 21 | presented to the family of Captain Jake Ringering, the | ||||||
| 22 | Secretary of the Illinois Department of Transportation, the | ||||||
| |||||||
| |||||||
| 1 | Mayor of the City of Alton, and the Mayor of the City of | ||||||
| 2 | Godfrey.
