HOUSE RESOLUTION
2 WHEREAS, Many Illinois residents are in a continuous
3struggle to provide food for themselves and their families;
4this struggle, also known as food insecurity, can result in
5hunger, malnutrition, and, in some cases, starvation; and
6 WHEREAS, Since the overall health of a person is dependent
7upon a proper diet, hunger and malnutrition can lead to
8physical and cognitive impairments in children and create a
9host of health-related problems in adults; and
10 WHEREAS, The establishment of a network of community-based
11food banks and food pantries can reduce the prevalence of food
12insecurity and offset the adverse effects of hunger and
13malnourishment; and
14 WHEREAS, One in nine Illinois residents struggles with
15hunger and food insecurity; and
16 WHEREAS, Charitable food organizations, including food
17banks and food pantries, have responded to food insecurity in
18Illinois by accepting food donations and providing hot meals,
19groceries, and information on government assistance programs
20to at-risk adults and families; and

1 WHEREAS, A greater public awareness of food insecurity and
2the impact food insecurity has on the residents of Illinois is
3essential to encourage donations to local food banks and food
4pantries in this State; and
5 WHEREAS, The permanent establishment of Food Pantry
6Donation Month will serve to educate the residents of Illinois
7about the importance of food banks and food pantries in the
8effort to reduce food insecurity and to encourage communities
9throughout the State to support local charitable food
10organizations in their efforts to establish a safety net for
11those who are unable to provide for their own nutritional needs
12or those of their families; therefore, be it
13 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
14HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15we declare the Month of November 2019 as Food Pantry Donation
16Month in order to raise a greater public awareness of food
17insecurity and the impact food insecurity has on the residents
18of Illinois.
