HOUSE RESOLUTION
2 WHEREAS, The health and well-being of women in the State of
3Illinois is a top priority; the health and education of women
4is directly linked to improved social well-being for the entire
5community; and
6 WHEREAS, Reproductive rights are not synonymous with
7abortion services, and Title X funds cannot be used to fund
8abortion services due to the Hyde Amendment of 1976, which does
9not allow federal funds to be used for abortion services; and
10 WHEREAS, Title X funding is directly linked with the
11prevention of sexually transmitted infections (STIs), early
12screening for cervical cancer, and other family-planning
13services; and
14 WHEREAS, Defunding clinics that perform abortion services
15that use Title X funding for other family-planning functions
16will have a direct effect on the most impoverished communities,
17which include the unemployed, the underemployed, and women of
18color, as they are the most likely recipients of Title X
19funding; and
20 WHEREAS, The Title X gag order prevents healthcare
21providers from discussing abortion referrals; this action

1limits the doctor-patient relationship and will force the
2closure of clinics that allow patients and doctors to discuss
3options and choose the most effective healthcare treatment for
4their individual need; and
5 WHEREAS, The Title X gag order will help to dismantle
6progress the United States has made in lowering the rate of
7teen pregnancy, since teens are more likely to seek clinics
8that use Title X funding to grant services on a sliding scale;
9therefore, be it
10 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
11HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
12we urge the Department of Health and Human Services to overturn
1384 FR 7714, which would render the clinics that perform
14abortion services to be ineligible for any Title X funding and
15would not allow doctors to give referrals for abortion
16services; and be it further
17 RESOLVED, That suitable copies of this resolution be
18delivered to President Donald Trump, the Office of the
19Assistant Secretary of Health, the Office of the Secretary,
20HHS, the Department of Health and Human Services, and all
21members of the Illinois Congressional Delegation.
