HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of Steve R.
4Stroud of Elgin, who passed away on April 5, 2019; and
5 WHEREAS, Steve Stroud was born in Aurora to James and
6Eunice (Rudolf) Stroud on November 23, 1942; he graduated from
7East Aurora High School in 1960 and served in the United States
8Army from 1960 to 1963; he was stationed in Berlin and learned
9Russian at the USA Language School in California; he earned the
10Armed Forces Expeditionary Medal (Berlin), the Good Conduct
11Medal, and the Expert (M-14 Rifle) Army of Occupation Medal
12(Berlin); following his service, he earned his teaching degree
13at Northern Illinois University; he married Laura in 1992; and
14 WHEREAS, Steve Stroud became a foreign language teacher at
15Maine East High School and Maine South High School in Park
16Ridge; he taught Russian, French, and German, took students on
17trips to Russia and France, and wrote his own Russian textbook;
18he earned a master's degree from the University of Illinois and
19retired from Maine Township High School District 207 in 1993;
20and
21 WHEREAS, Steve Stroud's first retirement project was
22restoring his and Laura's historic home on Douglas Ave; he had

1a passion for historic research and wrote a three volume series
2on the old homes in Elgin as well as a history of Elgin's city
3cemetaries; he also chronicled many of Elgin's historic
4bungalow homes; and
5 WHEREAS, Steve Stroud served as a board member and
6researcher for the Elgin History Museum and co-chaired the
7Annual Bluff City Cemetery Walk for 11 years with Laura; he
8served on the Design Review Subcommittee for the Elgin Heritage
9Commission and was a founding member and past president of
10A.B.O.D.E. (Admirers of Beautiful Old Dwellings in Elgin); and
11 WHEREAS, Steve Stroud enjoyed flea markets and auctions,
12plays and musicals, and traveling with Laura; and
13 WHEREAS, Steve Stroud was preceded in death by his parents;
14his brother, Michael Stroud; his sister, Patricia Stroud; and
15his stepdaughter, Anne Beauregard; and
16 WHEREAS, Steve Stroud is survived by his wife, Laura; his
17stepson, Scott Beauregard; his brother, Tom (Francine) Stroud;
18his sister-in-law, Georgette Neumann; his grandchildren,
19Gabriel and Rowan Beauregard and Jacqueline and Kaitlin
20Graziano; his nieces and nephews, Rebecca Smith, Amy Stroud,
21and Michael Scott Stroud; and numerous special friends and
22colleagues; therefore, be it

2HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
3we mourn the passing of Steve R. Stroud and extend our sincere
4condolences to his family, friends, and all who knew and loved
5him; and be it further
6 RESOLVED, That a suitable copy of this resolution be
7presented to the family of Steve Stroud as an expression of our
8deepest sympathy.
