HOUSE RESOLUTION
2 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4we direct the Department of Agriculture to conduct a disparity
5study on whether minority and women-owned businesses face any
6barriers that prevent the equitable participation in the
7business of cultivating, manufacturing, delivering,
8distributing, testing, transporting, and other avenues within
9the business of legalized cannabis in Illinois; and be it
10further
11 RESOLVED, That the study should include, but not be limited
12to, the following:
13 (1) Evidence of past and present racial discrimination
14 by the government;
15 (2) Annual income, access to capital, cannabis
16 convictions, communities with a disproportionately high
17 amount of law enforcement with respect to cannabis of those
18 seeking to enter the field; and
19 (3) The process for obtaining recreational and medical
20 permits and licensing; and be it further
21 RESOLVED, That the Department of Agriculture and the
22General Assembly should use the results of this study to
23address the inequality within the business of legalized

1cannabis and develop clear guidelines to prevent it; and be it
2further
3 RESOLVED, That a suitable copy of this resolution be
4delivered to the Department of Agriculture.
