| 2 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 3 | HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 4 | we direct the Department of Agriculture to conduct a disparity | ||||||
| 5 | study on whether minority and women-owned businesses face any | ||||||
| 6 | barriers
that prevent the equitable participation in the | ||||||
| 7 | business of cultivating,
manufacturing, delivering, | ||||||
| 8 | distributing, testing, transporting, and other
avenues within | ||||||
| 9 | the business of legalized cannabis in Illinois; and be it | ||||||
| 10 | further
| ||||||
| 11 | RESOLVED, That the study should include, but not be limited | ||||||
| 12 | to, the following: | ||||||
| 13 | (1) Evidence of past and present racial discrimination | ||||||
| 14 | by the government; | ||||||
| 15 | (2) Annual income, access to capital,
cannabis | ||||||
| 16 | convictions, communities with a disproportionately high
| ||||||
| 17 | amount of law enforcement with respect to cannabis of those | ||||||
| 18 | seeking to enter the field; and | ||||||
| 19 | (3) The process for obtaining recreational and medical | ||||||
| 20 | permits and licensing; and be it further
| ||||||
| 21 | RESOLVED, That the Department of Agriculture and the | ||||||
| 22 | General Assembly should use the results of this study to | ||||||
| 23 | address the inequality within the business of legalized | ||||||

| |||||||
| 1 | cannabis and develop clear guidelines to prevent it; and be it | ||||||
| 2 | further
| ||||||
| 3 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 4 | delivered to the Department of Agriculture.
