HOUSE RESOLUTION
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
we direct the Illinois Gaming Board to conduct a disparity
study on whether minority-owned businesses face any barriers
that prevent their equitable participation in the business of
legalized sports wagering; and be it further
RESOLVED, That the study should include, but not be limited
to, the following:
(1) Evidence of past and present racial discrimination
by the government in gaming;
(2) Annual income and access to capital of those
seeking to enter the field; and
(3) The process for obtaining sports wagering permits
and licensing; and be it further
RESOLVED, That the Illinois Gaming Board and the General
Assembly should use the results of this study to address the
inequality within the business of legalized sports wagering and
develop clear guidelines to prevent it, alternate remedies to
prevent it, flexibility and duration of the relief, the
relationship of the numerical goals to the relevant labor
market, and the impact on third parties; and be it further

delivered to the Illinois Gaming Board.
