HOUSE RESOLUTION
2 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4we direct the Illinois Gaming Board to conduct a disparity
5study on whether minority-owned businesses face any barriers
6that prevent their equitable participation in the business of
7legalized sports wagering; and be it further
8 RESOLVED, That the study should include, but not be limited
9to, the following:
10 (1) Evidence of past and present racial discrimination
11 by the government in gaming;
12 (2) Annual income and access to capital of those
13 seeking to enter the field; and
14 (3) The process for obtaining sports wagering permits
15 and licensing; and be it further
16 RESOLVED, That the Illinois Gaming Board and the General
17Assembly should use the results of this study to address the
18inequality within the business of legalized sports wagering and
19develop clear guidelines to prevent it, alternate remedies to
20prevent it, flexibility and duration of the relief, the
21relationship of the numerical goals to the relevant labor
22market, and the impact on third parties; and be it further
