1 AN ACT concerning veterans.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Veterans' and Military Discount Program Act
5is amended by changing Sections 5 and 10 as follows:
6 (330 ILCS 140/5)
7 Sec. 5. Legislative findings. The General Assembly finds
8that though there is no way to adequately repay our nation's
9military personnel for their service and sacrifice, we can
10demonstrate our gratitude by forging a collaborative effort
11between businesses and government that will connect veterans
12and active duty service members with merchants who choose to
13honor their military service through special discounts and
14promotions.
15 The Veterans' and Military Discount Program, created under
16this Act, will enable veterans (those honorably discharged and
17other veterans generally discharged for reasons other than
18discipline, misconduct, resignation in lieu of misconduct
19charges, unfitness for duty, voluntary resignation, or court
20martial), and military personnel currently serving our
21country, and those spouses and dependents of veterans and
22military personnel who have been issued a valid Military ID
23card or Military Dependent ID card to receive a discount on

1goods and services from participating merchants, or another
2appropriate money-saving promotion of a merchant's choice.
3 The Veterans' and Military Discount Program will be
4mutually beneficial, helping active duty service members and
5veterans in the State save money with discounts on goods and
6services, and helping business owners to enjoy increased
7traffic and sales in their stores.

10 Sec. 10. Veterans' and Military Discount Program. The
11Department of Veterans' Affairs shall establish and administer
12a Veterans' and Military Discount Program that enables
13veterans, and active duty military personnel, and those spouses
14and dependents of veterans and military personnel who have been
15issued a valid Military ID card or Military Dependent ID card
16to use the following photo identification at participating
17merchants to receive a discount on goods and services or to
18receive another appropriate money-saving promotion of a
19merchant's choice:
20 (1) veterans who have a valid driver's license or
21 Illinois Identification Card issued pursuant to subsection
22 (e) of Section 6-106 of the Illinois Vehicle Code or
23 subsection (c-5) of Section 4 of the Illinois
24 Identification Card Act; and
25 (2) active duty military personnel who have a valid

1 Common Access Card issued by the U.S. Department of Defense
2 indicating the cardholder's active duty status; and .
3 (3) those spouses and dependents of veterans and
4 military personnel who have been issued a valid Military ID
5 card or Military Dependent ID card.

7 Section 99. Effective date. This Act takes effect upon
8becoming law.
