Bill Title: Reinserts the provisions of the introduced bill. Provides that any individual who decides to hold in his or her possession any lost or stray dog of which he or she is not the owner shall, within 48 hours of taking possession of the lost or stray dog shall make every reasonable attempt to contact the owner as soon as possible and relinquish the dog to the owner within a reasonable amount of time after making contact (in the introduced bill, make every reasonable attempt to contact the owner as soon as possible, and return the dog if the owner is found). Changes reference from pedigree to gender. Defines "hold". Makes technical changes.

1 AN ACT concerning animals.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Animal Control Act is amended by adding
5Section 9.1 as follows:
6 (510 ILCS 5/9.1 new)
7 Sec. 9.1. Reporting of stray dogs.
8 (a) In this Section, "hold" means to afford lodging.
9 (b) Any individual who decides to hold in his or her
10possession any lost or stray dog of which he or she is not the
11owner shall, within 48 hours of taking possession of the lost
12or stray dog shall:
13 (1) report to the police station and animal control
14 facility nearest to the location where the dog was found
15 all relevant information, including, but not limited to,
16 where the dog was found, the name or any other information
17 or identification tags found on the dog, tattoos, color,
18 age, size, and gender of the animal and the individual's
19 name and address;
20 (2) arrange for the dog to be scanned for the presence
21 of a microchip by an animal control facility, animal
22 shelter, veterinarian's office, or any other establishment
23 with a working microchip scanner. The animal control

1 facility, animal shelter, or veterinarian's office must
2 maintain a record of scanning the dog for a microchip; and
3 (3) make every reasonable attempt to contact the owner
4 as soon as possible and relinquish the dog to the owner
5 within a reasonable amount of time after making contact.
6 (c) The failure to report a lost or stray dog within 48
7hours of taking possession of the dog shall be punished by a
8fine of no less than $50 and no more than $500.
