Bill Title: Creates the Taxpayer Transparency Act. Provides that a bill making an appropriation may not be considered for final passage by either the House of Representatives or the Senate unless a copy of that bill, in its final form, has been made conveniently available on the General Assembly's Internet website for at least 4 days before final legislative action by the General Assembly prior to presentation to the Governor. Effective immediately.

SYNOPSIS AS INTRODUCED:
New Act

Creates the Taxpayer Transparency Act. 1 AN ACT concerning finance.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 1. Short title. This Act may be cited as the
5Taxpayer Transparency Act.
6 Section 5. Public availability; General Revenue Fund
7appropriations. A bill making an appropriation from the General
8Revenue Fund may not be considered for final passage by either
9the House of Representatives or the Senate unless a copy of
10that bill, in its final form, has been made conveniently
11available to the public on the General Assembly's Internet
12website for at least 4 calendar days before final legislative
13action by the General Assembly prior to presentation to the
14Governor. This restriction does not apply to amendments or
15conference committee reports that make only technical or
16non-substantive changes or to supplemental appropriations.
17 Section 99. Effective date. This Act takes effect upon
18becoming law.
