Bill Title: Amends various Acts relating to the governance of the public universities in Illinois. Provides that, beginning with the 2014-2015 academic year, a university must admit an applicant for admission to the university as an undergraduate student if the applicant (1) will graduate from an approved high school in the school year immediately preceding the academic year for which the applicant is applying for admission; (2) has a high school cumulative grade point average of at least a 3.5 on a 4.0 scale, or its equivalent, at the time of application; (3) has received a composite score of 28 or higher on the ACT national college admissions examination; (4) enters into an agreement with the university that he or she will major in a science, technology, engineering, or mathematics field; and (5) submits the application before the expiration of any application filing deadline established by the university. Makes related changes, including in the Board of Higher Education Act.

2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Board of Higher Education Act is amended by | ||||||||||||||||||||||||||||||||||||||||||
5 | changing Section 9.07 as follows:
| ||||||||||||||||||||||||||||||||||||||||||

| ||||||||||||||||||||||||||||||||||||||||||
7 | Sec. 9.07. Admission standards.
| ||||||||||||||||||||||||||||||||||||||||||
8 | (a) Subject to the provisions of subsection (b), to

9 | establish minimum admission standards for public community | ||||||||||||||||||||||||||||||||||||||||||
10 | colleges,

11 | notwithstanding any other

12 | other law of this State, the minimum admission

13 | established by the Board shall not directly or indirectly | ||||||||||||||||||||||||||||||||||||||||||
14 | authorize
or require a State college or university to | ||||||||||||||||||||||||||||||||||||||||||
15 | discriminate in the admissions
process against an applicant for | ||||||||||||||||||||||||||||||||||||||||||
16 | admission because of the applicant's
enrollment in a charter | ||||||||||||||||||||||||||||||||||||||||||
17 | school
established under
Article 27A of the School Code. | ||||||||||||||||||||||||||||||||||||||||||
18 | Admission standards for out-of-state
students may be higher | ||||||||||||||||||||||||||||||||||||||||||
19 | than for Illinois residents.

20 | The minimum admission standards for State universities | ||||||||||||||||||||||||||||||||||||||||||
21 | shall incorporate the provisions of subsection (e) of Section 8 | ||||||||||||||||||||||||||||||||||||||||||
22 | of the University of Illinois Act, subsection (d) of Section 8e | ||||||||||||||||||||||||||||||||||||||||||
23 | of the Southern Illinois University Management Act, subsection |

1 | (d) of Section 5-85 of the Chicago State University Law, | ||||||
2 | subsection (d) of Section 10-85 of the Eastern Illinois | ||||||
3 | University Law, subsection (d) of Section 15-85 of the | ||||||
4 | Governors State University Law, subsection (d) of Section 20-85 | ||||||
5 | of the Illinois State University Law, subsection (d) of Section | ||||||
6 | 25-85 of the Northeastern Illinois University Law, subsection | ||||||
7 | (d) of Section 30-85 of the Northern Illinois University Law, | ||||||
8 | and subsection (d) of Section 35-85 of the Western Illinois | ||||||
9 | University Law. | ||||||
10 | (b) Implementation of the new statewide minimum admission | ||||||
11 | requirements
and standards for public colleges and | ||||||
12 | universities in Illinois established
and announced by the Board | ||||||
13 | in December, 1985 shall be deferred as provided
in this | ||||||
14 | subsection. The Board shall not attempt to implement or | ||||||
15 | otherwise
effect adoption and establishment of those minimum | ||||||
16 | admission requirements
and standards in any public community | ||||||
17 | college, college or State university
prior to the fall of 1993, | ||||||
18 | and no public community college, college or
State university | ||||||
19 | shall be under any duty or obligation to implement,
establish | ||||||
20 | or otherwise apply those minimum admission requirements and
| ||||||
21 | standards to any entering freshmen prior to the fall of 1993.
| ||||||
22 | The Board of Higher Education shall provide the State | ||||||
23 | Superintendent of
Education, on or before January 1, 1990, | ||||||
24 | descriptions of
course content, and such other criteria as are | ||||||
25 | necessary to determine and
certify whether all school districts | ||||||
26 | maintaining grades 9-12 are offering
courses which satisfy the |
| |||||||
| |||||||
1 | minimum admission requirements and standards
established and | ||||||
2 | announced by the Board.
In addition, there shall be established | ||||||
3 | a 9 member committee composed
of 3 members selected by the | ||||||
4 | Board of Higher Education, 3 members selected
by the State | ||||||
5 | Superintendent of Education and 3 members selected by the
| ||||||
6 | President of the Illinois Vocational Association. The | ||||||
7 | committee shall be
appointed within 30 days after the effective | ||||||
8 | date of this amendatory Act.
It shall be the duty and | ||||||
9 | responsibility of the committee to identify and
develop courses | ||||||
10 | and curricula in the vocational education area which meet
the | ||||||
11 | minimum admission requirements and standards to be established | ||||||
12 | and
implemented under this Section. The first meeting of the | ||||||
13 | committee shall
be called by the Executive Director of the | ||||||
14 | Board of Higher Education
within 10 days after the committee is | ||||||
15 | appointed. At its first meeting the
committee shall organize | ||||||
16 | and elect a chairperson. The committee's report
shall be | ||||||
17 | prepared and submitted by the committee to the Board of Higher
| ||||||
18 | Education, the Illinois State Board of Education and the | ||||||
19 | General Assembly
by April 1, 1989.
| ||||||
20 | (c) By March 1, 1980, the Boards shall develop guidelines | ||||||
21 | which: (1) place
the emphasis on postsecondary remedial | ||||||
22 | programs at Public Community Colleges
and (2) reduces the role | ||||||
23 | of the state universities in offering remedial
programs. By | ||||||
24 | June 30, 1981, the Board shall report to the General Assembly
| ||||||
25 | the progress made toward this transition in the emphasis on | ||||||
26 | remedial programs
at the postsecondary level and any |
| |||||||
| |||||||
1 | legislative action that it deems
appropriate. Under the | ||||||
2 | guidelines, if a State university determines that a student | ||||||
3 | needs remedial coursework, then the university must require | ||||||
4 | that the student complete the remedial coursework before | ||||||
5 | pursuing his or her major course of study.

7 | Section 10. The University of Illinois Act is amended by | ||||||
8 | changing Section 8 as follows:

| ||||||
12 | (b) Commencing In addition, commencing in the fall of 1993, | ||||||
13 | no new student shall
then or thereafter be admitted to | ||||||
14 | instruction in any of the departments or
colleges of the | ||||||
15 | University unless such student also has satisfactorily
| ||||||
16 | completed:
| ||||||
17 | (1) at least 15 units of high school coursework from | ||||||
18 | the following
5 categories:
| ||||||
19 | (A) 4 years of English (emphasizing written and | ||||||
20 | oral communications
and literature), of which up to 2 | ||||||
21 | years may be collegiate level instruction;
| ||||||
22 | (B) 3 years of social studies (emphasizing history | ||||||
23 | and government);
| ||||||
24 | (C) 3 years of mathematics (introductory through |
| |||||||
| |||||||
1 | advanced algebra,
geometry, trigonometry, or | ||||||
2 | fundamentals of computer programming);
| ||||||
3 | (D) 3 years of science (laboratory sciences); and
| ||||||
4 | (E) 2 years of electives in foreign language (which | ||||||
5 | may be deemed to include American Sign Language), | ||||||
6 | music, vocational
education or art;
| ||||||
7 | (2) except that institutions may admit individual | ||||||
8 | applicants if the
institution determines through | ||||||
9 | assessment or through evaluation based on
learning | ||||||
10 | outcomes of the coursework taken, including vocational | ||||||
11 | education
courses and courses taken in a charter school | ||||||
12 | established under Article 27A
of the School Code, that the | ||||||
13 | applicant demonstrates knowledge and skills
substantially
| ||||||
14 | equivalent to the knowledge and skills expected to be | ||||||
15 | acquired in the high
school courses required for admission. | ||||||
16 | The Board of Trustees of the
University of Illinois shall | ||||||
17 | not discriminate in the University's admissions
process | ||||||
18 | against an applicant for admission because of the | ||||||
19 | applicant's
enrollment
in a charter school established | ||||||
20 | under Article 27A of the School Code.
Institutions
may also | ||||||
21 | admit 1)
applicants who did not have an opportunity to | ||||||
22 | complete the minimum college
preparatory curriculum in | ||||||
23 | high school, and 2) educationally disadvantaged
applicants | ||||||
24 | who are admitted to the formal organized special assistance
| ||||||
25 | programs that are tailored to the needs of such students, | ||||||
26 | providing that in
either case, the institution |
| |||||||
| |||||||
1 | incorporates in the applicant's baccalaureate
curriculum | ||||||
2 | courses or other academic activities that compensate for | ||||||
3 | course
deficiencies; and
| ||||||
4 | (3) except that up to 3 of the 15 units of coursework | ||||||
5 | required by
paragraph (1) of this subsection may be | ||||||
6 | distributed by deducting no more
than one unit each from | ||||||
7 | the categories of social studies, mathematics,
sciences | ||||||
8 | and electives and completing those 3 units in any of the 5
| ||||||
9 | categories of coursework described in paragraph (1).
| ||||||
10 | (c) When allocating funds, local boards of education shall | ||||||
11 | recognize
their obligation to their students to offer the | ||||||
12 | coursework required by
subsection (b).
| ||||||
13 | (d) A student who has graduated from high school and has | ||||||
14 | scored within the
University's accepted range on the ACT or SAT | ||||||
15 | shall not be required to take the
high
school level General | ||||||
16 | Educational Development (GED) Test as a prerequisite to
| ||||||
17 | admission.
| ||||||
18 | (e) Beginning with the 2014-2015 academic year, the | ||||||
19 | University must admit an applicant for admission to the | ||||||
20 | University as an undergraduate student if the applicant meets | ||||||
21 | all of the following requirements: | ||||||
22 | (1) He or she will graduate from an approved high | ||||||
23 | school, as defined in the Higher Education Student | ||||||
24 | Assistance Act, in the school year immediately preceding | ||||||
25 | the academic year for which the applicant is applying for | ||||||
26 | admission. |

18 | failure to fulfill the agreement, and what the consequences are | ||||||
19 | for failing to fulfill the agreement. | ||||||
20 | After admitting an applicant under this subsection (e), the
| ||||||
21 | University shall review the applicant's record and any other
| ||||||
22 | factors the University considers appropriate to determine
| ||||||
23 | whether the applicant may require additional preparation for
| ||||||
24 | college-level work or would benefit from inclusion in a
| ||||||
25 | retention program. | ||||||

13 | (d) Beginning with the 2014-2015 academic year, the | ||||||
14 | University must admit an applicant for admission to the | ||||||
15 | University as an undergraduate student if the applicant meets | ||||||
16 | all of the following requirements: | ||||||
17 | (1) He or she will graduate from an approved high | ||||||
18 | school, as defined in the Higher Education Student | ||||||
19 | Assistance Act, in the school year immediately preceding | ||||||
20 | the academic year for which the applicant is applying for | ||||||
21 | admission. | ||||||
22 | (2) He or she has a high school cumulative grade point | ||||||
23 | average of at least a 3.5 on a 4.0 scale, or its | ||||||
24 | equivalent, at the time of application. | ||||||
25 | (3) He or she has received a composite score of 28 or | ||||||
26 | higher on the ACT national college admissions examination. |

1 | (4) He or she enters into an agreement with the | ||||||
2 | University that he or she will major in a science, | ||||||
3 | technology, engineering, or mathematics field. | ||||||
4 | (5) He or she submits the application before the | ||||||

7 | Admission to the University under this subsection (d) | ||||||
8 | entitles
the applicant to be admitted into a particular college | ||||||
9 | of study
or department at the University to fulfill the | ||||||
10 | agreement entered into under item (5) of this subsection (d). | ||||||
11 | The Board shall determine in what manner an applicant must | ||||||
12 | fulfill the agreement, what constitutes a failure to fulfill | ||||||
13 | the agreement, and what the consequences are for failing to | ||||||
14 | fulfill the agreement. | ||||||
15 | After admitting an applicant under this subsection (d), the
| ||||||
16 | University shall review the applicant's record and any other
| ||||||
17 | factors the University considers appropriate to determine
| ||||||
18 | whether the applicant may require additional preparation for
| ||||||
19 | college-level work or would benefit from inclusion in a
| ||||||
20 | retention program. | ||||||

6 | (1) at least 15 units of high school coursework from | ||||||
7 | the following
5 categories:
| ||||||
8 | (A) 4 years of English (emphasizing written and | ||||||
9 | oral communications
and literature), of which up to 2 | ||||||
10 | years may be collegiate level instruction;
| ||||||
11 | (B) 3 years of social studies (emphasizing history | ||||||
12 | and government);
| ||||||
13 | (C) 3 years of mathematics (introductory through | ||||||
14 | advanced algebra,
geometry, trigonometry, or | ||||||
15 | fundamentals of computer programming);
| ||||||
16 | (D) 3 years of science (laboratory sciences); and
| ||||||
17 | (E) 2 years of electives in foreign language (which | ||||||
18 | may be deemed to include American Sign Language), | ||||||
19 | music, vocational
education or art;

20 | (2) except that Western Illinois University may admit | ||||||
21 | individual
applicants if it determines through assessment | ||||||
22 | or through evaluation based on
learning outcomes of the | ||||||
23 | coursework taken, including vocational education
courses | ||||||
24 | and courses taken in a charter school established under | ||||||
25 | Article 27A
of the School Code, that the applicant | ||||||
26 | demonstrates knowledge and skills
substantially
equivalent |

Western Illinois | ||||||
8 | University may also
admit (i)
applicants who did not have | ||||||
9 | an opportunity to complete the minimum college
preparatory | ||||||
10 | curriculum in high school, and (ii) educationally | ||||||
11 | disadvantaged
applicants who are admitted to the formal | ||||||
12 | organized special assistance
programs that are tailored to | ||||||
13 | the needs of such students, providing that in
either case, | ||||||
14 | the institution incorporates in the applicant's | ||||||
15 | baccalaureate
curriculum courses or other academic | ||||||
16 | activities that compensate for course
deficiencies; and

17 | (3) except that up to 3 of 15 units of coursework | ||||||
18 | required by
paragraph (1) of this subsection may be | ||||||
