1 | AN ACT concerning State government.
| ||||||||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Illinois Procurement Code is amended by | ||||||||||||||||||||||||
5 | adding Section 55-25 as follows:

6 | (30 ILCS 500/55-25 new) | ||||||||||||||||||||||||
7 | Sec. 55-25. Procurement reports. For contracts under this | ||||||||||||||||||||||||
8 | Code with a total value of more than $20,000,000, each chief | ||||||||||||||||||||||||
9 | procurement officer shall submit an annual report to the | ||||||||||||||||||||||||
10 | Governor and the General Assembly by April 15, 2020, and by | ||||||||||||||||||||||||
11 | every April 15 thereafter, in a searchable Adobe PDF format, on | ||||||||||||||||||||||||
12 | all procurement goals and actual spending for those contracts | ||||||||||||||||||||||||
13 | for female-owned, minority-owned, and veteran-owned | ||||||||||||||||||||||||
14 | enterprises in the previous calendar year. These goals shall be | ||||||||||||||||||||||||
15 | expressed as a percentage of the total work performed by the | ||||||||||||||||||||||||
16 | entity submitting the report, and the actual spending for all | ||||||||||||||||||||||||
17 | female-owned, minority-owned, and veteran-owned enterprises | ||||||||||||||||||||||||
18 | shall also be expressed as a percentage of the total work | ||||||||||||||||||||||||
19 | performed by the entity submitting the report.
