1 | AN ACT concerning State government.
| |||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Capital Development Board Act is amended by | |||||||||||||||||||
5 | adding Section 20 as follows:

6 | (20 ILCS 3105/20 new) | |||||||||||||||||||
7 | Sec. 20. Procurement reports. The Board shall require all | |||||||||||||||||||
8 | museums, zoos, and aquariums located in a park district with a | |||||||||||||||||||
9 | population of over 500,000 and all institutions that receive | |||||||||||||||||||
10 | funding under Section 28.1 of the Illinois Horse Racing Act of | |||||||||||||||||||
11 | 1975 to submit an annual report by April 15, 2020, and by every | |||||||||||||||||||
12 | April 15 thereafter, in a searchable Adobe PDF format, on all | |||||||||||||||||||
13 | procurement goals and actual spending for female-owned, | |||||||||||||||||||
14 | minority-owned, and veteran-owned enterprises in the previous | |||||||||||||||||||
15 | calendar year. These goals shall be expressed as a percentage | |||||||||||||||||||
16 | of the total work performed by the entity submitting the | |||||||||||||||||||
17 | report, and the actual spending for all female-owned, | |||||||||||||||||||
18 | minority-owned, and veteran-owned enterprises shall also be | |||||||||||||||||||
19 | expressed as a percentage of the total work performed by the | |||||||||||||||||||
20 | entity submitting the report. | |||||||||||||||||||
21 | The Board and all participating entities shall hold an | |||||||||||||||||||
22 | annual workshop open to the public in 2020 and every year | |||||||||||||||||||
23 | thereafter on the state of supplier diversity to |

1 | collaboratively seek solutions to structural impediments to | ||||||
2 | achieving stated goals, including testimony from each | ||||||
3 | participating entity as well as subject matter experts and | ||||||
4 | advocates. The Board shall publish a database on its website of | ||||||
5 | the point of contact for each participating entity for supplier | ||||||
6 | diversity, along with a list of certifications each entity | ||||||
7 | recognizes from the information submitted in each annual | ||||||
8 | report. The Board shall publish each annual report on its | ||||||
9 | website and shall maintain each annual report for at least 5 | ||||||
10 | years.

11 | Section 99. Effective date. This Act takes effect upon | ||||||
12 | becoming law.
