Bill Title: Amends the Illinois Notary Public Act. Provides that every company, corporation, association, organization, or person that remits notary public applications to the Secretary of State on behalf of applicants for appointment and commission as a notary public, for compensation or otherwise, shall comply with standards to qualify for licensure as a notary public remittance agent. Provides standards to qualify for licensure as a notary public remittance agent.

1 AN ACT concerning government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Notary Public Act is amended by
5adding Section 2-107 as follows:
6 (5 ILCS 312/2-107 new)
7 Sec. 2-107. Notary public remittance agent.
8 (a) Every company, corporation, association, organization,
9or person that remits notary public applications to the
10Secretary of State on behalf of applicants for appointment and
11commission as a notary public, for compensation or otherwise,
12shall comply with standards to qualify for licensure as a
13notary public remittance agent.
14 (b) The standards to qualify for licensure as a notary
15public remittance agent shall include, but not be limited to,
16the following:
17 (1) the applicant has not been the subject of any
18 administrative citation, criminal complaint, or civil
19 action arising from his or her duties as a notary public
20 remittance agent;
21 (2) the agent holds a surety bond in the amount of
22 $20,000 for the purposes of acting as a remittance agent;
23 and

1 (3) the agent complies with all requirements set forth
2 by the Secretary of State for the submission of the notary
3 public applications.
4 (c) The provisions of this Section do not apply to units of
5local government.
