Bill Title: Amends the Airport Authorities Act. Creates the Northern Illinois Airport Authority within Lake County with the primary purpose of continuing to maintain, develop, and operate the Waukegan National Airport and the Waukegan Marina and Harbor. Provides that the Authority is established 30 days after the appointment of board members to the board of commissioners of the Authority and certification by the Secretary of State. Provides that the Waukegan Port District is dissolved upon the establishment of the Authority with the Authority assuming the rights to all property, assets, and liabilities of the Waukegan Port District. Repeals the Waukegan Port District Act.

AN ACT concerning local government.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Airport Authorities Act is amended by adding
Section 2.7.3 as follows:
(70 ILCS 5/2.7.3 new)
Sec. 2.7.3. Northern Illinois Airport Authority.
(a) The Northern Illinois Airport Authority is hereby
established for the primary purpose of continuing to maintain,
develop, and operate the Waukegan National Airport and the
Waukegan Marina and Harbor, the territory of which shall
include all of the territory within the corporate limits of
Lake County. Within 30 days after the initial appointments have
been made under subsection (c) of this Section, the Authority
board shall notify the office of the Secretary of State of the
establishment of the Northern Illinois Airport Authority, and
the Secretary of State shall issue a certificate of
incorporation to the Authority. Upon the issuance of a
certificate of incorporation, the Northern Illinois Airport
Authority shall be deemed an organized airport authority under
this Act.
(b) The Waukegan Port District established under the
Waukegan Port District Act is dissolved upon the establishment

of the Northern Illinois Airport Authority under this
amendatory Act of the 101st General Assembly. The rights to all
property, assets, and liabilities, including bonded
indebtedness, and the duties of the Waukegan Port District
shall be assumed by the Northern Illinois Airport Authority on
the effective date of this amendatory Act of the 101st General
Assembly.
(c) The Board of Commissioners of the Northern Illinois
Airport Authority shall consist of commissioners residing
within Lake County, appointed as follows:
(1) The members of the Board of the Waukegan Port
District referenced in Subsection (b) of this Section
shall, upon establishment of the Northern Illinois Airport
Authority, be deemed to be appointed to the initial Board
of Commissioners of the Northern Illinois Airport
Authority to serve their remaining terms of office.
(2) The successors to the four commissioners appointed
by the mayor of the City of Waukegan under the Waukegan
Port District Act shall be appointed by the county board
chairman of Lake County for six-year terms.
(3) The successors to the three commissioners
appointed by the Governor under the Waukegan Port District
Act shall be appointed by the mayor of the City of Waukegan
for six-year terms.

Section 10. The Waukegan Port District Act is repealed.
