Bill Title: Amends the Local Records Act. Provides that a unit of local government shall compile a list of the pay and benefits of every employee, consultant, contractor, and other personnel of the unit of local government whose accumulated payments or compensation are at least $1,000 during each fiscal year. Provides that the list shall continue to be updated throughout the entire fiscal year by adding additional names of persons being paid at least $1,000. Provides that the unit of local government shall publish on its website, if it has one, the compiled list and shall update the list at least monthly. Provides that, if the unit of local government does not have a website, the unit of local government shall publish the list, on a monthly basis, in a newspaper of general circulation in the county in which the unit of local government is located. Limits home rule powers.

AN ACT concerning local government.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Local Records Act is amended by adding
Section 25 as follows:
(50 ILCS 205/25 new)
Sec. 25. Compensation greater than $1,000.
(a) A unit of local government shall compile a list of the
pay and benefits of every employee, consultant, contractor, and
other personnel of the unit of local government whose
accumulated payments or compensation are at least $1,000 during
each fiscal year. Exempt material listed under Section 7 of the
Freedom of Information Act shall not be included in the list.
The list shall continue to be updated throughout the entire
fiscal year by adding additional names of persons whose
accumulated payments or compensation are at least $1,000.
(b) A unit of local government shall publish on its
website, if it has one, the public record compiled under
subsection (a) and shall update the list at least monthly. If
the unit of local government does not have a website, the unit
of local government shall publish the list, on a monthly basis,
in a newspaper of general circulation in the county in which
the unit of local government is located.

(c) Nothing in this Section shall be construed to require a
unit of local government to compile or publish information
about payments or compensation to jurors.
(d) A home rule unit may not compile or publish the list of
the pay and benefits under this Section in a manner
inconsistent with this Section. This Section is a limitation
under subsection (i) of Section 6 of Article VII of the
Illinois Constitution on the concurrent exercise by home rule
units of powers and functions exercised by the State.
