Create a new section of KRS Chapter 45A to require contractors to disclose entities having an interest in their contract with the state; create a new section of KRS Chapter 56 to require contractors or lessors to disclose entities having an interest in their contracts or leases with the state; create a new section of KRS Chapter 65 to require contractors or lessors to disclose entities having an interest in their contracts or leases with local governments; create a new section of KRS Chapter 154.1 to require contractors or lessors to disclose entities having an interest in their contracts or leases with the state; create a new section of KRS Chapter 160 to require contractors or lessors to disclose entities having an interest in their contracts or leases with the district; create a new section of KRS 164A to require contractors or lessors to disclose entities having an interest in their contracts or leases with the governing board; create a new section of KRS Chapter 176 to require contractor to disclose entities having an interest in their contracts with the department; amend KRS 61.878 to provide for disclosure under the Open Records law of records relating to public service, demonstrating a potential bias affecting the public, creating a financial obligation for the public, or where the private entity is working under the authority of a public agency.
