Altering the eligibility requirements for a Maryland Community College Promise Scholarship to repeal a provision of law requiring a certain applicant to apply within 2 years after graduating from high school; altering certain grade point average eligibility requirements to allow an average of at least 2.5 on a 4.0 scale or its equivalent; requiring the Higher Education Commission to contact all public school counselors in the State regarding the scholarship and to post information about the program on the Commission's website; etc.
