Allowing certain qualified businesses impacted by the construction of the Purple Line light rail project in Montgomery County and Prince George's County a credit against the State income tax; requiring the Department of Commerce, in consultation with the Department of Transportation to determine the eligible amount of the income tax credit; providing the amount of the credit may not exceed $25,000; making the income tax credit refundable; establishing the Purple Line Construction Zone Grant Program; etc.
