Authorizing the county boards of education in Caroline, Dorchester, Kent, Queen Anne's, and Talbot counties and an institution of higher education located within the regional counties to establish a regional career and technical education school subject to certain requirements; requiring the State to distribute to the county boards a certain amount for certain expenses and 100% of school construction funding; requiring the county boards to use certain funds only for a certain purpose; etc.
