Summary

Requiring the Department of the Environment to hold an informational meeting in a specified location with respect to permit applications involving the disposal of coal combustion by-products; requiring the Department to hold a public hearing before the Secretary of the Environment issues permits that involve the disposal of coal combustion by-products; and requiring the Department to mail written notice of a specified public hearing to specified local governments under specified circumstances.
