Summary

Amending the Maryland Constitution to establish that every person has the right to certain environmental and community standards; authorizing an agency, a political subdivision, or any person that meets certain standing requirements to enforce a certain right; establishing that every person has the right to intervene in an action brought by the State to protect a certain right; and submitting the amendment to the qualified voters of the State for their adoption or rejection.
