AN ACT
To amend chapter 620, RSMo, by adding thereto one new section relating to economic incentives.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 620, RSMo, is amended by adding thereto one new section, to be known as section 620.2555, to read as follows:
620.2555. 1. In any special session or in any regular session in which proposed legislation contains economic development language which would constitute an extraordinary change, such legislation shall include components to encourage small business creation or capacity building and, through incentives, the hiring of underrepresented groups, which include but are not limited to, minorities, women, veterans, persons with disabilities, or long-term unemployed persons. In addition, thirty-five percent of jobs shall be located in blighted areas located in enterprise zones, under sections 135.200 to 135.256, blighted areas located in federal empowerment zones, or blighted areas located in central business districts or urban core areas of cities which districts or urban core areas at the time of approval of the project by ordinance, provided that the enterprise zones, federal empowerment zones, or blighted areas contained one or more buildings at least fifty years old; and
(1) Suffered from generally declining population or property taxes over the twenty-year period immediately preceding the area's designation as a project area by ordinance; or
(2) Contains a portion of a city with a population according to the most recent federal decennial census in excess of three hundred fifty thousand.
2. As used in this section, "extraordinary change" means an increase of more than fifty percent of state funding or other benefit to any economic development program or incentive.
