AN ACT MAKING AN APPROPRIATION TO THE SECRETARY OF THE STATE FOR THE PURPOSE OF MAKING DISTRIBUTIONS TO LOCAL GOVERNMENTS FOR BACK TAXES OWED FOR THE 2017 FISCAL YEAR; AND MAKING A REAPPROPRIATION TO THE SECRETARY OF STATE FOR THE PURPOSE OF REAUTHORIZING THE EXPENDITURE OF STATE GENERAL FUNDS THAT ARE UNEXPENDED AS OF JUNE 30, 2017, FOR THE SAME PURPOSES AS AUTHORIZED FOR EXPENDITURES FROM THE LAND RECORDS MAINTENANCE FUND, FOR FISCAL YEAR 2018.

     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

     SECTION 1.  The following sum, or so much of it as may be necessary, is appropriated out of any money in the State Treasury to the credit of the Land Records Maintenance Fund, to the Secretary of State for the purpose of making distributions to local governments for back taxes owed for the fiscal year beginning July 1, 2016, and ending June 30, 2017.................

     None of the funds appropriated in this section shall be used for the operations of the Office of the Secretary of State.

     SECTION 2.  The following sum, or so much of it as may be necessary, is reappropriated out of any money in the State General Fund not otherwise appropriated, to the Secretary of State for the purpose of reauthorizing the expenditure of State General Funds appropriated by Chapter 25, Laws of 2016, that are unexpended as of June 30, 2017, for the same purposes as authorized for expenditures from the Land Records Maintenance Fund, for the fiscal year beginning July 1, 2017, and ending June 30, 2018.....

     None of the funds appropriated in this section shall be used for the operations of the Office of the Secretary of State.

     SECTION 3.  The money appropriated by Section 1 of this act shall be paid by the State Treasurer out of any money in the State Treasury to the credit of the Land Records Maintenance Fund, and the money appropriated by Section 2 of this act shall be paid by the State Treasurer out of any money in the State General Fund not otherwise appropriated, upon warrants issued by the State Fiscal Officer; and the State Fiscal Officer shall issue his warrants upon requisitions signed by the proper person, officer or officers in the manner provided by law.

     SECTION 4.  This act shall take effect and be in force from and after its passage.
