House Resolution 12

A RESOLUTION ACKNOWLEDGING AND COMMENDING THE EXCEPTIONAL SERVICES PROVIDED BY THE METHODIST CHILDREN'S HOMES TO PROMOTE FOSTER CARE AND PROVIDE A WHOLESOME FAMILY SETTING FOR DISPLACED, ABUSED AND NEGLECTED CHILDREN.

     WHEREAS, having been established in 1896 as a traditional campus-based orphanage, Methodist Children's Homes has been home to more than 11,000 children over the course of its 117-year history; and

     WHEREAS, relocating to Jackson after fire destroyed the original home in Water Valley, Mississippi, in 1906, the familiar campus, located at the corner of North West Street and Woodrow Wilson Drive, served Methodist Children's Homes until 1990; and

     WHEREAS, licensed by the Mississippi Department of Human Services and certified by the Mississippi Department of Mental Health, MCH has implemented programs designed to meet the changing needs of vulnerable children in Mississippi such as community based services and resources to:  ensure that children grow up in safe, nurturing homes; help young people navigate adolescence; and eradicate the social and family problems that lead to abuse, neglect, family disruption and child abandonment; and

     WHEREAS, in addition to the main campus centrally headquartered in Jackson on the grounds of the former Baptist Children's Village since 2010, MCH has additional homes in Clarksdale (Bass Home), Natchez (Pendleton Home) and Ellisville (McCarty Home), all striving for one common goal to provide a safe and secure haven for at-risk children in the state through the fulfillment of its mission of "Serving God's children and families by providing safe homes, influencing future and healing hearts and minds with Christian care."; and

     WHEREAS, serving a unique clientele of children from ages 12 to 21, the staff personnel of MCH strives to provide a traditional home setting and Christian atmosphere while undertaking every endeavor through therapeutic counseling, small group settings to rehabilitate those children with behavioral and mental dilemmas to a point where they can be transitioned back with their families or work toward attaining their own independence;

     WHEREAS, while most children at MCH attend school in the traditional school environment, some children under the care of MCH require a more attentive approach to learning, and are provided this special learning experience through the Millcreek Clinton School, which is located at a site on campus; and

     WHEREAS, it is the policy of the House of Representatives to acknowledge the individuals and programs offered by such instrumental organizations as Methodist Children's Homes, which has been a beacon of hope and a haven of refuge for Mississippi's abused and neglected children:

     NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE STATE OF MISSISSIPPI, That we do hereby acknowledge and commend the exceptional services provided by the Methodist Children's Homes to promote foster care and provide a wholesome family setting for displaced, abused and neglected children.

     BE IT FURTHER RESOLVED, That copies of this resolution be furnished to Methodist Children's Homes and to the members of the Capitol Press Corps.
