A CONCURRENT RESOLUTION RECOGNIZING AND COMMENDING DR. ENNIS PROCTOR UPON THE OCCASION OF HIS RETIREMENT AS LONGTIME EXECUTIVE DIRECTOR OF THE MISSISSIPPI HIGH SCHOOL ACTIVITIES ASSOCIATION.

     WHEREAS, Dr. Ennis Proctor has announced his retirement as Executive Director of the Mississippi High School Activities Association (MHSAA) on June 30, 2011, after 20 years leading the organization that oversees sports and many extracurricular activities for 574 member schools; and

     WHEREAS, the Mississippi High School Activities Association has a reputation of excellence, integrity and fairness.  Dr. Proctor has been committed to working with students, superintendents, principals, coaches, corporate sponsors, parents, legislators, fans and member schools to make a positive difference for our state through athletic and extracurricular competition in our schools; and

     WHEREAS, the Mississippi High School Activities Association is a nonprofit association, run by its 574 member schools in the State of Mississippi.  The Association is responsible for both academic and athletic competitions.  The academic competitions include debate, drama, speech, JROTC, and music-band and choral.  The athletic competitions include the following sports:  slow-pitch softball, volleyball, swimming, cross-country, football, cheerleading/dance, indoor track, wrestling, soccer, basketball, bowling, powerlifting, track, tennis, golf, fast-pitch softball, archery and baseball.  The Association is also responsible for approximately 4,000 officials, who are registered and certified through MHSAA clinics; and

     WHEREAS, the welfare and relationships of the 530,000 students who make up the public, private and parochial schools in Mississippi are promoted through the Mississippi High School Activities Association.  This is done by developing a higher standard of scholarship and encouraging scholastic achievement; planning, directing and controlling contests, games and other interscholastic activities; defining and fixing responsibility; elevating the standards of sportsmanship by seeking to strengthen the moral fiber of all concerned; and encouraging the formation and promotion of noncompetitive activities which contribute to the moral and spiritual values in character development as part of a well-rounded extracurricular program.  Dr. Proctor should be commended for the part he has played accomplishing these tasks; and

     WHEREAS, Dr. Ennis Proctor was selected as Executive Director of the Mississippi High School Activities Association in 1991.  Dr. Proctor holds a Bachelor of Science and Master of Education degrees from Mississippi College and a Doctorate of Education from Mississippi State University.  He is active in community and civic organizations.  Dr. Proctor has devoted his time and talents to Alta Woods Baptist Church where he serves as a Deacon and Sunday School Director.  Dr. Proctor served in the United States Marine Corps and received the highest proficiency rating of his platoon in advanced combat training; and

     WHEREAS, it is with great pride that we recognize this Mississippian who is responsible for developing the high moral fiber and citizenship values of our students through athletic and extracurricular activities:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby recognize and commend Dr. Ennis Proctor of Clinton, Mississippi, upon the occasion of his retirement as longtime Executive Director of the Mississippi High School Activities Association, and extend to him and his family our best wishes in his future endeavors.

     BE IT FURTHER RESOLVED, That this resolution be presented to Dr. Proctor and his family, forwarded to the new Executive Director of MHSAA, Mr. Don Hinton, and made available to the Capitol Press Corps.
