A CONCURRENT RESOLUTION COMMENDING THE LIFE OF LT. CAROL JEAN HAMPTON SCRUGGS, DEPUTY SHERIFF FOR MARSHALL COUNTY, MISSISSIPPI, WHO WAS LOST IN THE LINE OF DUTY.

     WHEREAS, an early morning car accident on Friday, June 25, 2010, took the life of Lieutenant Carol Jean Hampton Scruggs, 48, a 15-year veteran of law enforcement with five years as Deputy Sheriff for Marshall County, Mississippi.  Lieutenant Scruggs was responding to a call from dispatch and was lost in the line of duty; and

     WHEREAS, the Marshall County Sheriff's Department organized a military-style memorial service for Lieutenant Scruggs, including a flyover by the DeSoto County Sheriff's Aviation Unit at the memorial service at the W.A. McMillan Multipurpose Center on Rust College Campus and a flyover and honor guard service at Sand Hill M.B. Church Cemetery in Lamar, Mississippi, afterward; and

     WHEREAS, there was a great outpouring from other agencies offering to assist during her memorial service.  Officers and Marshall County Sheriff Dickerson summed up some of the attributes and personality strengths Scruggs was remembered for.  Dickerson counted qualities of honesty, dependability, loyalty, dedication and courage as some of the outstanding characteristics she was known for in her professional role.  A very joyful person, Scruggs was "a beacon of light" and a great humanitarian to the elderly and children and to churches and schools; and

     WHEREAS, she loved her job, her family and her church, the three things she put a lot of time and effort into.  She was a member of the Women in Law Enforcement Association and the National Sheriff's Association.  She was a member of Sand Hill M.B. Church at Lamar, Mississippi, where she was President of the church choir; and

     WHEREAS, survivors include four children, Yashica Scruggs of Holly Springs, Mississippi, and Charlotte Scruggs, Charlie Scruggs and Billy Scruggs, all of Victoria, Mississippi; her father, Odell Hampton of Lamar, Mississippi; her mother, Katie Mitchell Hampton of Lamar, Mississippi; her fiancé, Dwight Thomas of Victoria, Mississippi; two grandchildren, Julissa Scruggs and Gabriel Scruggs, both of Victoria, Mississippi; eight sisters, Gloria Hubbard, Mae Frost, Barbara Wicks, Linda Jones, Shondra Hampton and Katie Kilpatrick, all of Holly Springs, Mississippi, Janet Luellen of Slayden, Mississippi, and Audrey McShan of Tuscaloosa, Alabama; two brothers, Ozell Hampton of Byhalia, Mississippi, and Shone Hampton of Lamar, Mississippi; and

     WHEREAS, it is with sadness that we note the passing of this respected public servant who was dedicated to her county and to the State of Mississippi:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby commend the life and mourn the loss of Lieutenant Carol Jean Hampton Scruggs, Deputy Sheriff for Marshall County, Mississippi, who was lost in the line of duty, and extend to her surviving family our sympathy on her passing.

     BE IT FURTHER RESOLVED, That this resolution be presented to the surviving family of Deputy Sheriff Scruggs, forwarded to the Board of Supervisors of Marshall County and made available to the Capitol Press Corps.
