A BILL TO BE ENTITLED

AN ACT APPROPRIATING FUNDS TO THE DEPARTMENT OF HEALTH AND HUMAN SERVICES, DIVISION OF PUBLIC HEALTH, FOR TOBACCO USE PREVENTION.

The General Assembly of North Carolina enacts:

SECTION 1.  There is appropriated from the General Fund to the Department of Health and Human Services, Division of Public Health, Chronic Disease and Injury Section, the sum of seven million dollars ($7,000,000) for the 2015‑2016 fiscal year and the sum of seven million dollars ($7,000,000) for the 2016‑2017 fiscal year. These funds shall be allocated during each fiscal year of the biennium to the Tobacco Prevention and Control Branch for use as follows:

(1)        Six million three hundred ten thousand dollars ($6,310,000) to create ten regional teen tobacco use prevention programs covering all 100 counties in North Carolina. These funds shall be used to create one full‑time equivalent regional‑level teen tobacco use prevention coordinator position and one State‑level teen tobacco use prevention coordinator position in each of the 10 regions. Program funds shall be used to accomplish at least both of the following:

a.         To develop engaged teen tobacco use prevention teams in counties and school districts across the region.

b.         To educate and train teen leaders to educate peers and community leaders in schools, faith communities, and organizations serving youth on evidence‑based teen tobacco use prevention programs.

(2)        Two hundred thousand dollars ($200,000) for youth leadership and involvement training and technical assistance. These funds shall be used to enter into contracts with organizations that have expertise in youth leadership and peer education training that will require collaboration with State and local agencies to provide training and technical assistance statewide in peer‑led, adult‑supported tobacco use prevention programs. These organizations shall place special emphasis on tobacco prevention training related to emerging tobacco products such as electronic cigarettes, all other electronic nicotine delivery devices, dissolvable tobacco products, and hookah tobacco products.

(3)        One hundred thousand dollars ($100,000) for a tobacco‑free campus initiative. These funds shall be used to (i) create one full‑time equivalent tobacco‑free State‑level campus coordinator position, (ii) design an initiative to maintain one hundred percent (100%) tobacco‑free K‑12 public schools, including all electronic nicotine delivery devices, and (iii) assist colleges and community colleges in becoming tobacco‑free.

(4)        One hundred thousand dollars ($100,000) for a smoke‑free multi‑unit housing initiative to protect children from second‑hand smoke. These funds shall be used to (i) create one full‑time equivalent State‑level coordinator position, (ii) provide program education and support to advance voluntary tobacco‑free multiunit housing in cooperation with public, affordable, and market rate housing managers and owners, and (iii) promote tobacco‑free homes in order to eliminate children's exposure to secondhand smoke, in the home setting, with special emphasis on reducing asthma.

(5)        One hundred ninety thousand dollars ($190,000) for prenatal and neonatal outreach, education, and training. These funds shall be used to create two full‑time equivalent regional level perinatal outreach coordinator positions to work on prevention and reduction of smoking or other tobacco use during pregnancy and in the homes of newborns. These coordinators would work with health systems and provider organizations to reduce tobacco use among women of childbearing years and their partners and other family members. Strategies will include referrals to the North Carolina Tobacco Use Quitline known as QuitlineNC.

(6)        One hundred thousand dollars ($100,000) for tobacco use prevention program evaluation. These funds shall be used to hire an independent university‑based evaluator to conduct an extensive evaluation of the State's tobacco use prevention program and submit a report of its findings to the General Assembly by June 30, 2016.

SECTION 2.  This act becomes effective July 1, 2015.
