A BILL TO BE ENTITLED

AN ACT to promote low‑cost Green education through the establishment of a North Carolina High School‑based renewable fuels go‑kart competition.

The General Assembly of North Carolina enacts:

SECTION 1.  There is appropriated from the General Fund to the Department of Public Instruction the sum of one hundred thousand dollars ($100,000) for the 2010‑2011 fiscal year to promote low‑cost green education through the establishment of a North Carolina high school‑based renewable fuels go‑kart competition to be known as the "Go Green Go‑Kart Competition." This competition shall be open to all secondary schools in the State and shall encourage participants to learn hands‑on skills that will (i) increase their empirical understanding of environmentally responsible technology, and (ii) lead them into careers in science, engineering, and environmental advocacy to ensure the development and public acceptance of this emergent technology.  Of these funds:

(1)        A maximum of five percent (5%) may be used for administrative overhead and organizational expenses.

(2)        A maximum of ten percent (10%) may be used to promote the event and its ongoing continuation.

(3)        The remainder shall be used to establish and fund student teams in as many counties of the State as choose to participate in this educational initiative.

SECTION 2.  This act becomes effective July 1, 2010.
