STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Fourteen

AN ACT relative to coordinating and funding broadband infrastructure information by the enhanced 911 system.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Enhanced 911 System; Purpose. Amend RSA 106-H:1 to read as follows:

106-H:1 Statement of Purpose. The general court of the state of New Hampshire declares that the interests of the state’s citizens will be served by a coordinated statewide enhanced 911 system, utilizing 911 as the primary emergency telephone number, which will develop and improve emergency communication procedures and facilities with the objective of reducing the response time to emergency calls for law enforcement, fire, medical, rescue and other emergency services. The general court also recognizes that broadband and other communications services utilize critical infrastructure which could be coordinated with the enhanced 911 system to develop and improve response time and provide a benefit to public safety.

2 New Section; Enhanced 911; Broadband Mapping Information. Amend RSA 106-H by inserting after section 8 the following new section:

106-H:8-a Broadband Mapping Information. The bureau may acquire and utilize information on broadband mapping data and infrastructure information in coordination with the New Hampshire Broadband Mapping and Planning Program (NHBMPP), in order to utilize street address guides and rural address detail and enhance access to geographic information systems data for public safety purposes. Information acquired or maintained by the bureau shall not be subject to disclosure under RSA 91-A, as provided in RSA 106-H:14.

3 New Subparagraph; Powers of the Commission; Broadband Mapping; Funding. Amend RSA 106-H:5, II by inserting after subparagraph (b) the following new subparagraph:

(c) Pursue, develop, and coordinate grants and other funding opportunities for expansion of broadband availability and mapping of broadband infrastructure in conjunction with the New Hampshire Broadband Mapping and Planning Program to advance expansion in unserved areas of New Hampshire and promote public safety.

4 Effective Date. This act shall take effect 60 days after its passage.
