STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Eighteen

 

AN ACT requiring a report on state government commitments and contingent liabilities.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Paragraph; Legislative Budget Assistant; Report on Commitments and Contingent Liabilities.  Amend RSA 14:31 by inserting after paragraph VI the following new paragraph:

VII.  The legislative budget assistant shall, in consultation with the department of administrative services and any other necessary agencies, prepare a report on the financial commitments and contingent liabilities of the state for each of the following 5 years.  The report shall include, but not be limited to, equipment rentals, real estate and equipment lease payments owed, payments under debt obligations including mortgages and payments under settlement agreements, future post-employment obligations (health insurance), estimated pension expenses, and other obligations not falling in these categories.  The report shall be completed on or before February 15 each year.  The report shall be posted by such date on the legislative budget assistant’s website.

2  Effective Date.  This act shall take effect 60 days after its passage.
