AN ACT requiring reports of dropped cell phone calls by carriers.

ANALYSIS

 

This bill requires cellular mobile radio communications providers to report monthly on dropped cell calls within each zip code in the state, which shall be posted on the public utilities commission website.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Eighteen

 

AN ACT requiring reports of dropped cell phone calls by carriers.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Exception Added; Exemption for Cellular Communications.  Amend RSA 362:6 to read as follows:

362:6  Cellular Mobile Radio Communications Exempt.  The term "public utility'' shall not include any individual, partnership, corporation, company, association, or joint stock association, including any trustee, administrator, executor, receiver, assignee, or other personal representative who provides, purchases, or sells cellular mobile radio communication services.  Such services shall not be subject to the jurisdiction of the public utilities commission pursuant to this title, excepting solely the reporting of dropped calls pursuant to RSA 363:25-a as public information.

2  New Section; Public Utilities Commission; Reports; Cellular Dropped Calls.  Amend RSA 363 by inserting after section 25 the following new section:

363:25-a  Cellular Mobile Radio Communications Provider Reports on Dropped Calls.  Every cellular mobile radio communications service provider doing business in the state shall compile information on the number of dropped cellular calls per total usage time per month of total cellular call initiations and receipts, aggregated within each zip code in this state.  Each such provider shall submit the information to the public utilities commission on the first day of each month.  The public utilities commission shall post the information on its website.

3  Effective Date.  This act shall take effect 60 days after its passage.
