HOUSE BILL 280
AN ACT relative to voting requirements in towns that have adopted official ballot voting.

This bill permits towns and school districts that have adopted official ballot voting to make certain adaptations concerning the default budget and the amendment of petitioned warrant articles.

STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Thirteen
AN ACT relative to voting requirements in towns that have adopted official ballot voting.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Paragraph; Local Options; Petitioned Warrant Articles. Amend RSA 40:13 by inserting after paragraph IV the following new paragraph:
IV-a. The legislative body of any town or school district may vote to adopt one or both of the following options:
(a) A petitioned warrant article may only be amended if the amendment is adopted by 2/3 of the voters present at the first session of the meeting.
(b) No petitioned warrant article that contains signatures of 100 registered voters or 20 percent of the registered voters, whichever is less, shall be amended at the first session.
2 New Paragraph; Local Options; Default Budget. Amend RSA 40:13 by inserting after paragraph IX the following new paragraph:
IX-a. The legislative body of any town or school district may vote to adopt one or both of the following options:
(a) The governing body, unless the provisions of RSA 40:14-b are adopted, shall make the default budget available to the voters and post it in 3 prominent places.
(b) The governing body, unless the provisions of RSA 40:14-b are adopted, shall explain how the elements of the default budget were calculated under RSA 40:13, IX(b) and post such explanation in 3 prominent places.
3 Effective Date. This act shall take effect 60 days after its passage.
