STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Nineteen

AN ACT establishing a commission on the first-in-the-nation presidential primary.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 New Subdivision; First-in-the-Nation Primary Commission. Amend RSA 652 by inserting after section 27 the following new section:

652:28 First-in-the-Nation Presidential Primary Commission.

I. There is established a first-in-the-nation presidential primary commission to celebrate and safeguard New Hampshire's first-in-the-nation presidential primary.

II. The members of the commission shall be as follows:

(a) The governor, or designee.

(b) The secretary of state, or designee.

(d) The president of the senate, or designee.

(e) Three members of the house of representatives, appointed by the speaker of the house of representatives.

(f) Two members of the senate, appointed by the president of the senate.

(g) The chairperson of any party appearing on the ballot in the preceding state general election, or his or her designee.

(h) The chairperson of the ballot law commission, or designee.

(i) Five members of the public, appointed by the governor, with the consent of the executive council.

(j) A member of the executive council, designated by the council.

III. Public members of the commission shall serve 5 year terms, with initial appointments staggered such that a different member's term ends each year.

IV. Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.

V. The commission shall:

(a) Educate the public about the history and virtues of New Hampshire's first-in-the-nation presidential primary.

(b) Coordinate with the secretary of state appropriate events around the first-in-the-nation presidential primary that celebrate its significance.

(c) Consider and advise the secretary of state on matters relevant to the first-in-the-nation presidential primary as it deems appropriate.

VI. The members of the commission shall elect a chairperson from among the members. The first meeting of the commission shall be called by the first-named house member. The first meeting of the commission shall be held within 30 days of the effective date of this section. Eight members of the commission shall constitute a quorum.

VII. The commission shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library annually by December 31.

6 Effective Date. This act shall take effect upon its passage.
