HB 718-FN-LOCAL- FISCAL NOTE

AS INTRODUCED

AN ACT relative to instant voting in elections.

FISCAL IMPACT:

The New Hampshire Municipal Association states this bill will increase local expenditures by an indeterminable amount in FY 2020 and each year thereafter and have no fiscal impact on local revenue.

The Department of State was originally contacted on December 29, 2018 and again on January 10, 2019 for a fiscal note worksheet, which they have not provided as of January 17, 2019.

METHODOLOGY:

This bill establishes a process for presidential primary candidates to petition any town moderator or city clerk to establish an instant polling booth or polling place.  The New Hampshire Municipal Association indicates the proposal conflicts with numerous election statutes and states establishment of a fully functioning on demand polling place would involve a significant, but indeterminable increase in municipal expenditures.  There would be no impact on municipal revenues.
