METHODOLOGY:

This bill requires the Department of Transportation to include business impacts in its engineering and design for projects over $5,000,000.  The Department states it does not have the capacity or expertise to assess such impacts and would need consultant/appraiser support to meet the requirements of this bill.  Costs for such support would be project specific and therefore this bill’s increase on state expenditures cannot be estimated at this time.
