     Establishes State Lottery game with winning numbers determined by results of horse races.

An Act establishing a State Lottery game the outcome of which is determined by horse race winners and supplementing P.L.1970, c.13 (C.5:9-1 et seq.).

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    The State Lottery Commission shall establish a Statewide lottery game in which the winning numbers are a series of not more than 10 numbers determined by numbers assigned to the winning horse in each of a sequential series of running or harness horse races occurring at a racetrack located in this State on the same day.  The New Jersey Racing Commission shall coordinate with the State Lottery Commission in selecting a series of races for this game and in assigning numbers to each horse in each race.  The State Lottery Commission, at the conclusion of the final race in a series, shall declare the winning numbers for the game.  Tickets for this lottery game shall be sold Statewide.  However, the State Lottery Commission shall ensure that ticket sales agents are present at each racetrack to sell tickets to racetrack patrons during each race in a series and to make, or arrange, payments to winning ticket holders.

     The State Lottery Commission and the New Jersey Racing Commission, pursuant to the provisions of the Administrative Procedure Act, P.L.1968, c.410 (C.52:14B-1 et seq.), shall jointly adopt such rules and regulations as may be necessary to effectuate the purposes of this section, including the distribution of proceeds.

 

     2.    This act shall take effect immediately.

 

STATEMENT

 

     This bill provides that the State Lottery Commission (SLC) will establish a Statewide lottery game in which the winning numbers are a series of not more than 10 numbers determined by numbers assigned to the winning horse in each of a sequential series of running or harness horse races occurring at a racetrack located in this State on the same day. 

     The New Jersey Racing Commission will coordinate with the SLC in selecting a series of races for this game and in assigning numbers to each horse in each race.  The SLC, at the conclusion of the final race in a series, will declare the winning numbers for the game.  Tickets for this game will be sold Statewide.  However, the SLC will ensure that lottery ticket sales agents are present at each racetrack to sell tickets to racetrack patrons during each race in a series and to make or arrange payments to winning ticket holders.

     The SLC and the racing commission will jointly adopt rules and regulations as may be necessary to effectuate the bill's purposes, including the distribution of proceeds.
