SYNOPSIS

     "Military Priority Registration Act"; grants priority course registration to military service members and veterans attending public institutions of higher education.

An Act concerning course registration for military service members and veterans at public institutions of higher education and supplementing chapter 62 of Title 18A of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    This act shall be known and may be cited as the "Military Priority Registration Act."        

 

     2.    a.   As used in this section:

      "Service member" means an individual who is serving on active duty as a member of the Armed Forces of the United States, a Reserve component thereof, or the National Guard.

     "Veteran" means an individual who served on active duty in the Armed Forces of the United States, a Reserve component thereof, or the National Guard, and who was honorably discharged or released under honorable circumstances from active service.

     b.    A service member or veteran who is living in New Jersey and attending a public institution of higher education shall be granted priority in registering for courses at the public institution of higher education.  In order to demonstrate eligibility for priority course enrollment, the service member or veteran shall present proof of military-related status to the registrar's office. Acceptable documents for proving military-related status shall include:

     (1)   DD Form 214, the Certificate of Release or Discharge from Active Duty;

     (2)   DD Form 256, the Honorable Discharge Certificate;

     (3)   WD AGO, the Enlistment Record;

     (4)   military orders;

     (5)   military identification card; or

     (6)   veteran identification card.

     c.     A service member or veteran shall demonstrate eligibility for priority course registration in a manner and by a date as determined by the governing board of the public institution of higher education. The enrollment dates for priority course registration shall apply to undergraduate, graduate, and professional degree students.

     d.    For the purposes of this section, priority course registration means the following:

     (1)   second, third, and fourth-year undergraduate students shall be assigned priority registration dates within their class year;

     (2)   graduate students shall be assigned priority registration one day before other students within their graduate degree program;

     (3)   professional degree students may request priority registration for courses required for graduation; and

     (4)   for students enrolled in winter break or summer session courses, priority course registration shall be the first registration group.  

 

     3.    This act shall take effect in the first full academic year following the date of enactment.

 

 

STATEMENT

 

     The bill provides that military service members and veterans who live in New Jersey and attend a public institution of higher education will be granted priority in registering for courses at the institution. The priority registration benefit applies to current military service members serving on active duty and to veterans who were honorably discharged or released under honorable circumstances from active service.

     Under the bill, priority course registration means the following:

·         second, third, and fourth-year undergraduate students will be assigned priority registration dates within their class year;

·         graduate students will be assigned priority registration one day before other students within their graduate degree program; and

·         professional degree students may request priority registration for courses required for graduation.
