SYNOPSIS

     Requires DOH to develop uniform social distancing signage to be displayed in all State and local government buildings.

An Act concerning the coronavirus disease 2019 and government buildings.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  As used in this section, "local government unit" means the governing body of a county or municipality in this State.

     b.  The Department of Health shall create uniform signage to be displayed in municipal, county, and State government buildings.  The signage shall contain the Department of Health's general guidelines for individuals during the coronavirus disease 2019 pandemic, which shall include recommendations for:  wearing masks, washing hands, maintaining proper physical distance between persons, and any other pertinent recommendations as determined by the department.  The uniform signage shall be:

     (1)   designed to be easily understandable to the general public; and

     (2)   posted, in a printable format, on the Department of Health's Internet website. 

     c.     Every municipal, county, and State government building may, if feasible and where practicable, display the signage created by the Department of Health, pursuant to subsection b. of this section, in a clear and conspicuous manner in at least one area within or outside of the building.

     d.    Two or more local government units may enter into an agreement in order to reduce any costs that may be incurred pursuant to subsection b. of this section.

 

     2.    This act shall take effect immediately and shall expire upon the end of both the state of emergency and the public health emergency declared in response to the coronavirus disease 2019.

 

 

STATEMENT

 

     This bill requires the Department of Health (DOH) to develop uniform social distancing signage to be displayed in all State and local government buildings.

     Under the bill, the DOH is to create uniform signage to be displayed in municipal, county, and State government buildings.  The signage is to contain the DOH's general guidelines for individuals during the coronavirus disease 2019 pandemic, which is to include recommendations for:  wearing masks, washing hands, maintaining proper physical distance between persons, and any other pertinent recommendations as determined by the DOH.  The uniform signage is to be: (1) designed to be easily understandable to the general public; and (2) posted, in a printable format, on the DOH's Internet website. 

     The bill provides that every municipal, county, and State government building may, if feasible and where practicable, display the signage created by the DOH in a clear and conspicuous manner in at least one area within or outside of the building.  Two or more local government units may enter into an agreement in order to reduce any costs that may be incurred pursuant to the provisions of the bill.  The bill defines "local government unit" to mean the governing body of a county or municipality in this State.
