SYNOPSIS

     Directs Division of Medical Assistance and Health Services to collaborate for purposes of evidence-based policy review; makes an appropriation.

An Act concerning collaboration for evidence-based Medicaid policy review and improvement and making an appropriation.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  The Division of Medical Assistance and Health Services in the Department of Human Services shall collaborate with the Center for Evidence-Based Policy at Oregon Health & Science University and shall utilize the information and resources available through the collaboration to review current health care expenditures in the State's Medicaid program established pursuant to P.L.1968, c.413 (C.30:4D-1 et seq.), and the NJ FamilyCare program established pursuant to P.L.2005, c.156 (C.30:4J-8 et al.), in order to identify opportunities for increased efficiency, cost savings, and value in those programs. Specifically, the division shall participate in the Drug Effectiveness Review Project and the Medicaid Evidence-Based Decisions Project.  The director of the Division of Medical Assistance and Health Services, or the director's designee, shall participate in conferences attendant to the collaboration with the Center, access research and resources available through the collaboration to review State expenditures, and make changes as necessary to improve the efficiency, value, and cost-effectiveness of health care services provided through the State's Medicaid and NJ FamilyCare programs.  The division shall enter into a three-year collaboration with the Center through contract, agreement, or in any manner appropriate to effectuate the purposes of this bill.  

     b.    The division shall, no later than four months prior to the termination of the three-year collaboration, submit a written report to the Governor, and to the Legislature pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1) concerning the benefits of the collaboration, any changes made to the delivery of health care services in the State as a result of information obtained through the collaboration, estimates of any resultant cost-savings achieved, and an analysis of the benefits of, and return on investment achieved through, collaboration with the Center for Evidence-Based Policy.

 

     2.    The Commissioner of Human Services shall apply for such State plan amendments or waivers as may be necessary to implement the provisions of this act and submit a claim to the Secretary of Health and Human Services to secure the maximum federal financial participation for this collaboration as a State administrative expenditure necessary for the proper and efficient administration of the State Medicaid plan.

 

     3.    There is appropriated from the General Fund such amounts as determined by the Commissioner of Human Services as  necessary for the first year of the collaboration between the division and the Center for Evidence-Based Policy subject to the approval of the Director of the Division of Budget and Accounting in the Department of the Treasury.

 

     4.    This act shall take effect immediately.

 

 

STATEMENT
