SYNOPSIS

     Requires MVC to waive convenience fee charged for online transactions during COVID-19 public health emergency and state of emergency.

An Act requiring the New Jersey Motor Vehicle Commission to waive the convenience fee charged for online transactions during the COVID-19 public health emergency and state of emergency.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    During the public health emergency and state of emergency declared on March 9, 2020 by the Governor, pursuant to Executive Order No. 103 and extended, where applicable, by subsequent executive orders and notwithstanding the provision of any other law, rule, or regulation to the contrary, the New Jersey Motor Vehicle Commission shall waive the convenience fee charged for online transactions made through the commission website.  The commission shall reimburse any person who has paid the convenience fee during the public health emergency and state of emergency in the period prior to the effective date of this act.

    

     2.    This act shall take effect immediately and shall expire upon the rescission by the Governor of Executive Order No. 103 of 2020 and any subsequent executive orders extending the public health emergency; or, in the absence of a rescission by the Governor, upon the termination in any other manner of the declared state of emergency and public health emergency.

 

 

STATEMENT

 

     This bill requires the New Jersey Motor Vehicle Commission (commission) to waive the convenience fee charged for online transactions on the commission website during the Coronavirus disease 2019 (COVID-19) public health emergency and state of emergency.  The bills also requires the commission to reimburse any person who has paid the convenience fee during the public health emergency and state of emergency in the period prior to the effective date of the bill.

     The provisions of the bill are to expire upon the rescission by the Governor of Executive Order No. 103 of 2020 and any subsequent executive orders extending the public health emergency; or, in the absence of a rescission by the Governor, upon the termination in any other manner of the declared state of emergency and public health emergency.
