SYNOPSIS
Extends renewal period for licenses issued by New Jersey State Board of Cosmetology and Hairstyling and waives applicable fees.

An Act concerning the renewal of cosmetology licenses during the coronavirus 2019 pandemic and applicable fees.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. Notwithstanding the provisions of any other law, rule or regulation to the contrary, an individual issued a license by the New Jersey State Board of Cosmetology and Hairstyling that expires on or after March 1, 2020 shall have until four months following the expiration of the public health emergency declared pursuant to Executive Order 103 of 2020 to renew the license. Any fee for the renewal of a license issued to an individual within the four-month period after the expiration of the public health emergency shall be waived. It shall not be unlicensed practice to provide services with a license that expired on or after March 1, 2020.
2. This act shall take effect immediately, shall be retroactive to March 1, 2020, and shall expire four months after the expiration of the public health emergency declared in Executive Order 103 of 2020, or any extension thereof or any replacement therefor.
STATEMENT
This bill extends the time in which an individual can renew a license issued by the New Jersey State Board of Cosmetology and Hairstyling if the license expired on or after March 1, 2020. Such licenses can be renewed up to four months after the expiration of the public health emergency declared pursuant to Executive Order 103 of 2020. If services are provided while the individual has an expired license, it will not be considered unlicensed practice. Additionally, any fee for the renewal of a license issued to an individual is waived during the four months after the expiration of the public health emergency.
