     Directs State Board of Education to establish program for issuance of temporary teaching certificate to certain students in educator preparation programs; permits school districts to hire these students as teachers for 2020-2021 school year.

An Act concerning temporary teacher certification for certain students in educator preparation programs.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a. Notwithstanding any other provision of law to the contrary, the State Board of Education shall establish a program permitting the State Board of Examiners to issue a temporary certificate to a student enrolled in the final year of an educator preparation program at a regionally accredited four-year institution of higher education in the State.  A board of education may employ a student who has been issued a temporary certificate pursuant to this section in a full-time or part-time teaching position in the schools of the district for the 2020-2021 school year.  The teaching position shall be appropriate to the student's intended instructional endorsement on completion of the educator preparation program.

     b.    An educator preparation program shall accept as fulfillment of its clinical practice requirement, the teaching experience obtained by a student hired by a school district pursuant to subsection a. of this section.

 

     2.    The State Board of Education shall adopt, pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.), any rules and regulations necessary for the implementation of this act.

 

     3.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill requires the State Board of Education to establish a program under which the State Board of Examiners will issue a temporary certificate to a student enrolled in the final year of an educator preparation program at a regionally accredited four-year institution of higher education in the State.  The temporary certificate will permit a board of education to employ the student in a full-time or part-time teaching position for the 2020-2021 school year.  The teaching position must be appropriate to the student's intended instructional endorsement on completion of the educator preparation program.

     Under the bill, an educator preparation program will accept as fulfillment of its clinical practice requirement, teaching experience obtained by a student hired pursuant to this bill.
